Launched in test since June 2019 by the Ministry of the Interior and the National Agency for Secure Titles (ANTS) following the publication of a decree in the Official Journal as of may 16, 2019, this facial recognition application could be available to the general public by the end of 2019.
Alicem will rely on the information contained in the secure chip of the biometric passport (or residence permit) scanned by the user using his smartphone (equipped with the Android operating system and a contactless reader).
Thus, at the time of the creation of the Alicem account, this application will verify by facial recognition the match between the person using his smartphone and the holder of the passport or residence permit.
This type of identification must enable users to:
avoid storing multiple identifiers and passwords;
to access services that currently require physical verification of individuals' identities (either at the counter or by examining copies of certain documents).
The Ministry states that the creation of an Alicem account will remain optional. It will still be possible to continue to access online services through existing means:
creation of a specific account on the chosen online service;
use of other electronic identification means available on FranceConnect;
