Procurations: more flexible conditions for the second round

For the second round of municipal elections to be held on June 28, it is possible, in particular, for an elector to carry two proxies and to request to establish a proxy without having to travel. A press release from the Ministry of the Interior on June 18, 2020, announced a simplification of proxy voting. These measures are taken in a decree issued on 18 June 2020 and in the law of 22 June 2020 to secure the organization of the second round of municipal elections.

This changes permanently:

  • The elector no longer has a certificate of honor to provide to justify the reason for his absence. One new form has been made available.
  • The elector may submit his form of proxy in a place welcoming the public defined by order of the prefect (and no longer only in a police station, a gendarmerie, a court, a French embassy or a French consulate abroad).

Exceptional arrangements for the June 28 poll:

  • The elector to whom you hand over your proxy may be the bearer of two proxies established in France (against normally two proxies, one necessarily established abroad). This provision shall apply to all proxies registered in the City Hall as from 23 June, irrespective of the date on which they were drawn up by the authorized authority.
  • People who cannot travel because of the Covid-19 epidemic can ask (by mail, telephone or e-mail) their police station or gendarmerie to come to their home to establish their power of attorney. They indicate the reason for their inability to travel without having to provide proof. On the day the power of attorney is collected at home, voters and police officers wear a protective mask.
