The benefit of the “sustainable mobility package” is extended to hospital and territorial public services and applies to travel by staff as of 11 May 2020.

The conditions

Staff members may be reimbursed all or part of the costs incurred for their travel between their habitual residence and their place of work on a mechanical or electrically assisted bicycle or as a driver or passenger in a carpooling arrangement, provided that they use one of these two means of transport for a minimum number of days in a calendar year.

A decree of 9 May 2020 set this minimum number at 100 days and the limit of the annual amount of the package at €200.

The minimum number of days and the amount of the lump sum may be adjusted according to the duration of the agent's presence in the year in respect of which the lump sum is paid when the agent:

• was recruited during the year;
• is removed from the executive during the year;
• has been placed in a non-active position for part of the year.

The payment of the package cannot be combined with the monthly reimbursement of public transport costs or subscription to a public bicycle rental service.

However, as an exceptional measure for 2020, staff may benefit from both the payment of the ‘sustainable mobility package’ and the monthly public transport reimbursement payment or a subscription to a public bicycle rental service, provided that this payment is made for separate periods.

In addition, the amount of the package and the minimum number of days shall be reduced by half for journeys made during 2020.

The procedure

The agent must file with his employer a declaration on his honor specifying the means of transport by 31 December of the year in respect of which the package is paid.

Where the agent has several public employers, he must file the declaration with each of them within the same time limits.

The amount paid by each employer is determined by the cumulative total of the hours worked, and the payment of the lump sum by each of the employers is calculated in proportion to the time worked with him.

The lump sum shall be paid in the year following that in which the return is lodged.
