The 2021 Social Security Financing Act provides for exceptional measures to cushion the consequences of the health crisis and consolidate the modernization of social protection.

These measures include:

• Extending full reimbursement for teleconsultations until December 31, 2021.
• Setting up a Patient Emergency Plan (PSP) of €18 from 1^er January 2022. It will be payable by insured persons for each emergency room visit not followed by hospitalization and will replace the user fee. It will be taken care of by health supplements. Patients with long-term illness (ALD) and war invalids will benefit from a reduced €8. Pregnant women from 6^e months and infants under 1 month of age will be exempt.
• Extending paternity and childcare leave to 28 days, 7 of which are mandatory, starting on 1^er July 2021.
• Extending adoption leave from 10 to 16 weeks for families with no or one dependent child from 1^er July 2021.
• Advancement of the date of payment of the birth premium before the last day of the month following 6^e month of pregnancy (currently paid before the end of the last day of the second month following birth) for pregnancies that started on or after 1^er October 2020. The premium will be paid in April 2021 for pregnancies that started between 1^er June 2020 and September 30, 2020.
• Perennialization and development of birth homes. These are autonomous structures for monitoring pregnancy, childbirth and its aftermath, placed under the exclusive responsibility of midwives and which are aimed at women with no particular history or comorbidities, who want comprehensive support.
• Sustainability of the hospital hotel system allowing patients to be provided with non-medical accommodation before or after their care, when their state of health allows it.
• Implementation of a shared living assistance (VLA) that will accelerate the development of inclusive housing, an alternative formula to Ehpad-type institutions for people who are losing their autonomy. It concerns conventions signed before 31 December 2022.
• Contribution of aid to departments for the financing of the COVID-19 premium for staff of the home support services (SAAD).
• Continued upgrading in 2021 of the Supplementary Invalidity Allowance (SDA), a minimum social benefit for low-income disabled people, from €750 to €800 per month.
• Benefit of the third party paying on the part of the expenses covered by the sickness insurance for voluntary termination of pregnancy (abortion). This intervention shall be protected by secrecy in order to preserve the anonymity of the person concerned.
• Experimentation for a period of 3 years of performing surgical abortions in health institutions by midwives who have completed additional training and have specific experience.
• Generalization of the full third-party payment on the equipment and care of the basket “ 100% health" (remains at zero charge for optics, audiology and dentistry) by making it mandatory for health supplements from 1^er January 2022.
• Obligation for every insured person to declare to the social security bodies to which he is attached any change of family situation or residence, in order to combat fraud against the sickness insurance.
