What are the objectives?

The main objectives of setting up the scheme Address Righting shall be:

• simplifying user procedures in connection with applications for titles;
• contribute to the fight against document fraud by reducing the risks of fraud on supporting documents;
• be in line with the objectives of the Action Publique 2022 programme.

This measure was provided for by ASAP.

How does it work?

When you connect to a title request teleprocedure on the the National Agency for Securities (NSA), you are asked to provide your marital status and address. If you live in the metropolitan departments including Corsica, you can request validation of your address (users living in DROM-COM are not yet concerned because of the lack of presence of service providers under agreement).

To do this, you select from a drop-down list the service provider you have chosen (EDF, ENGIE, Gaz Tarif Regulated or Total Direct Énergie) to allow verification of your address.

After benchmarking the declared address against the known address of the selected service provider (this takes less than 10 seconds), you are informed whether or not your address has been validated by the device:

• If there is a match between the two addresses, Justif'Address validates the address you declared when you applied for the title. This means that you do not have to scan a proof of residence to attach it to the online procedure or produce it when you visit the city hall if the application concerns a national identity card or a passport.
• If the address could not be automatically validated, you have two retries by selecting another service provider from the list.
• If the verification is not successful, you are informed by a message and exit the device. You will then either have to digitize a proof of residence and continue the teleprocedure, or produce this proof in town hall.

Once you agree to benefit from the Justif'Address device, you must declare that you have read the General Conditions of Use (GTC), accept them and authorize the reciprocal exchange of some of your personal data between the administration and the service provider, in compliance with the General Regulation for the Protection of Personal Data (GDPR).

Who cannot use this device?

• For all applications for title: persons housed or under guardianship, spouses who do not have a contract in their birth name, persons whose contract mentions a first name different from that of the civil registry and minor children whose separated parents have opted for shared custody.
• For the issue of registration certificates: motor vehicle professionals authorized to use the SIV.
• For the issue of driving licenses: professional drivers.
