The paperwork has become largely paperless over the past decade. In 2021, 67% of adults residing in metropolitan France completed at least one online administrative procedure in the last 12 months. They were only 33% in 2011. But many are struggling or even abandoning these efforts.
A study published in May 2022 by the National Institute of Statistics and Economic Studies (INSEE) reveals that it is mainly the under-30s, the elderly and the most disadvantaged who struggle to carry out administrative procedures, online or not.
In 2021, 33% of adults did not complete any administrative steps online in the past year. 40% of them did not use the internet during this period (read more).
