What is the upper limit of resources not to be exceeded for an application for low-cost housing in 2025?

To obtain social housing in low-income housing, you must apply for it and the total annual income of the persons to be housed must not exceed a maximum amount. The new resource ceilings applicable since 1e January 2025 were set by an order of December 23, 2024.

Low-income housing (low-income housing) is allocated to people whose incomes do not exceed certain amounts. The ceilings for the allocation of these social housing units are updated annually. They depend on the household composition (number of persons occupying housing) and location of the property. The annual income taken into account for eligibility is the reference tax income for year n-2.

Example :

If you apply for social housing in 2025, the 2023 benchmark tax revenues, as recorded on the 2024 tax notice, are taken into account.

Please note

If your current income is at least 10% lower than in 2023, the resources taken into account may be your 2024 income or those of the 12 months prior to your social housing application. You must then provide the documents attesting to the drop in your revenues.

Different categories of social housing

The different categories of social housing depend on the loans and subsidies granted to the organizations for the construction of the building. And the income cap that is taken into account to qualify for housing varies depending on the nature of the loan.

There are 3 levels of progressive ceilings corresponding to 3 levels of rent. The higher the rent, the higher the household resource caps.

  • The PLAI (assisted rental integration loan) is reserved for people in situations of great precariousness.
  • The PLUS (rental loan for social use) corresponds to traditional low-income housing; more than 80% of social housing units are governed by the PLUS ceiling.
  • The PLS (Social Rental Loan) relates to housing situated primarily in areas with the tightest housing market (highest ceiling).

2025 Annual Resource Limits for Housing Financed with the Social Rental Loan (SLA)

Operations financed by social rental loans (SLAs) are intended to accommodate households with more resources than those required to access housing financed by the loans MORE (rental loan for social use) and who encounter difficulties in finding housing, particularly in tense market areas.

The SLA resource ceilings correspond to those of the SLA increased by 30 %.
