Benchmark Rent Index (IRL): what increase in Q4 2024?

The new Rent Benchmark (IRL) was published by INSEE on 15 January 2025. This indicator is used as a basis to revise the rent of an empty rental unit or a unit furnished with a residential lease. It grew by 2.47% over one year.

Where the lease so provides, the rent of a dwelling may be revised once a year on the basis of the value of the annual change in the benchmark rent index. Such revision shall take place on the date indicated in the lease or, failing that, on the anniversary date of that lease.

On 15 January 2025, INSEE published the benchmark rent index level at 4e quarter 2024. For the metropolis, it is 144.64 ; at 4e quarter 2023 it was 142.06. The IRL therefore progressed by 1.82% over a year. Landlords can thus increase their rent by a maximum of 1.82% in metropolitan France.

The cap on the change in the benchmark rent index under Law No. 2022-1158 of 16 August 2022 on emergency measures for the protection of purchasing power ended on 1er quarter 2024.

Reminder

The IRL is obtained from the average of the evolution of consumer prices excluding tobacco and rent over the last 12 months.
