Supplementary health and welfare: new contracts offered to state officials in 2025

New contractual provisions will be proposed to State officials in the coming months on supplementary health and supplementary health insurance. They are intended to improve the payment of health costs and the conditions of remuneration of staff in the event of incapacity for work. Service-Public.fr informs you about new provisions that come into force on 1er January 2025 regarding your health and insurance coverage.

The Interministerial Agreement of 26 January 2022 on supplementary social protection in respect of costs incurred in connection with maternity, sickness or accident in the public service of the State introduced a system of supplementary health insurance to cover compulsory membership. It provides a minimum interdepartmental basket of care for all public servants.

This obligation should apply progressively from 2025 to all employers in the State and, for those with so-called ‘benchmarked’ contracts, as these contracts expire.

Except in cases of exemption, active public officials will have to sign collective contracts selected by their employers and will benefit from a 50 % of the contribution.

Former retired staff and dependants of officials who so wish will be able to benefit from these contracts, with special contributions.

The interministerial agreement of 20 October 2023 on the improvement of welfare guarantees (incapacity for work, invalidity, death) in the State civil service provides for an obligation for state employers to offer employees a contract covering provident risks.

Since 1er In January 2022, public officials may be reimbursed part of their supplementary social protection (mutual) contributions intended to cover health costs. It is a flat-rate payment of a monthly amount of €15 paid by the public employer. This temporary health reimbursement scheme is intended to ensure the transition to a new supplementary social protection scheme which will be introduced progressively from 1er January 2025.

Complementary health (mutual)

Are you a public official, civil servant or contract worker? In 2025, you will have to join the collective health care contract signed by your employer administration, except in certain specific situations.

What does the collective contract for supplementary health care provide?

The minimum support will offer the following guarantees:

  • full user fees on consultations, deeds and benefits reimbursable by the Health Insurance (there may be exceptions);
  • the full daily hospital fee in the event of hospitalization;
  • Dental expenses up to 125 % of the conventional tariff (prostheses and orthodontics);
  • optics fees on a flat-rate basis per 2-year period (one year for children): minimum support set at 100 € for a simple correction, 150 to 200 € for a complex correction.

Additional guarantees are also provided for.

Please note

membership in the collective contract for supplementary health is obligatory. There is no age requirement. The administration pays 50% of the contributions and contracts are signed for a maximum period of 6 years.

Supplementary provision

What is additional foresight?

It is a supplement to supplement your remuneration in case of a health problem. It also provides beneficiaries with benefits in addition to statutory benefits in the event of death.

From 1er january 2025, you will be able to subscribe, optional, a collective provident agreement to cover the following situations:

  • long-term sick leave (LSW) if you are a public servant:
  • serious sick leave if you are a contract worker;
  • invalidity of non-occupational origin;
  • a death.

The contracts are signed for a period of 6 years and the employer's administration will pay part of the contributions of the staff, the amount of which must be fixed by ministerial decree.

The conditions for joining

You can join the collective pension contract of your employer's administration as soon as you are employed and paid by a state administration, whether you are a civil servant or a contract worker.

There is no age or health condition to join the contract, provided that you subscribe within 6 months:

  • the start of the collective agreement signed by your administration;
  • your hire date (in the case of a post-contract hire).

After this period of 6 months, the membership fee may depend on a medical questionnaire.

The guarantees offered depend on your status and the situation supported by the add-on.
