RSA and Business Premium: An Experiment Coming Soon to Simplify

A new resource reporting system will be tested from 1er October 2024 to collect active solidarity income or activity premium. The aim is, in particular, to make it easier for recipients to obtain aid. This experiment will be carried out in 5 departments for at least 5 months before a possible generalization of the device.

To continue to benefit from the active solidarity income (RSA) or the activity premiumHowever, every quarter you have to declare your own resources and those of the members of your household to the Family Allowance Fund (CAF), or to the Agricultural Social Union (MSA) if you depend on the agricultural sector. This declaration allows these bodies to:

  • verify that you still meet the conditions for eligibility for such aid;
  • re-evaluate if necessary the amount of aid you receive.

An experiment simplifying this approach will be carried out of 1er october 2024 to 1er march 2025 in 5 departments:

  • the Alpes-Maritimes ;
  • Dawn ;
  • the Hérault ;
  • the Pyrenees-Atlantiques ;
  • the Vendée.

If you are a beneficiary of the RSA or activity bonus, you will no longer have to complete the following on your quarterly income tax return:

  • the line on which your salary is mentioned;
  • the line on which your replacement income is indicated (unemployment benefit, daily allowances paid by social security, invalidity or retirement pension, etc.).

These lines will be pre-filled by the CAF or AMM with the net social amount sent by your employer or by the body that pays you social benefits.

You will therefore have to:

  • bring your pay slips or social benefit statements for the months concerned;
  • log into your Cfa or AMM personal space (depending on your situation), and click on the quarterly resource reporting notification;
  • check for each month whether the pre-filled amount is the same as the net social amount shown on your pay slips or benefit statements. When you find an error, such as in the income tax return, you can correct or delete the amount shown (any change in an amount will then be audited);
  • where necessary, complete the declaration with the other types of resources taken into account for the calculation of entitlements to the SSA or activity premium;
  • click on “validate”.

Warning  

Some resources are not considered in pre-filled declarations. Therefore, you will need to continue to provide these details yourself if necessary, including:

  • income of the self-employed;
  • income received abroad;
  • maintenance payments.

In the context of this experiment, the temporality of the resources taken into account is modified: the resources from months M-2 to M-4 will be used to calculate entitlements to the SSA or activity premium, and no longer those of months M-1 to M-3.

For example, if you need to report resources quarterly in November 2024, as part of the experiment, your resources for July, August, and September 2024 will be considered; not your resources for August, September, and October 2024, as under the current system.

The aim is to avoid a possible source of errors in pre-filled declarations, as knowledge of the resources of the month preceding the declaration may be imprecise.

Please note

This experiment will last 5 months; if deemed necessary, it can then be extended for 7 months. No later than two weeks before the end of the experiment, an evaluation report shall be submitted to the ministries responsible for national solidarity and social security in order toconsider a generalization of the device. This assessment will take into account in particular:

  • the nature of the errors detected on the pre-filled declarations, leading to correction by the beneficiaries;
  • the efficiency of the system for processing corrections made to pre-filled declarations;
  • the satisfaction of the recipients with regard to this experiment.
