Legal procedures of associations

Non-profit organizations: online single window and national registry soon available

Are you an association, a foundation, an endowment fund, a company foundation? So you know that all the steps that concern you are almost exclusively paper-based. To simplify legal procedures for these entities, the Ministry of Interior is creating a one-stop shop online. A measure resulting from the Decree of 5 July 2024 on dematerialization and simplification of procedures applicable to philanthropic organizations.

The voluntary and philanthropic sector, which is a partner of public administrations in the conduct of missions of general interest, includes bodies with various legal forms. In France there are more than 1.7 million associations simply declared, more than 2 000 associations recognized as being in the public interest, nearly 650 foundations recognized as being in the public interest, more than 5 000 endowment funds and nearly 450 company foundations.

Until now, these agencies’ tasks at various stages of administrative life have been carried out almost exclusively in paper form, with difficulties identifying the right person.

In order to modernize, simplify and secure the procedures applicable to voluntary and philanthropic organizations, the Ministry of the Interior is setting up a online one-stop shop to all these actors.

They will now be able to carry out all their legal procedures online thanks to online services related to all stages of their administrative life: creation, acts related to their economic life, changes and evolutions of their organization, until their dissolution.

These digital services will be rolled out gradually over the coming months for each type of organization:

  • Company Foundations
  • Endowment Fund
  • Liberalities and public appeals for generosity
  • Associations and foundations recognized as being of public benefit
  • Associations
  • Religious associations

In parallel will be created a national register for philanthropic organizations (endowment funds, company foundations and foundations recognized as being in the public interest) which did not have a unique identifier allowing them to track all their administrative procedures; this register will collect all the legal data concerning them.
