Overall renovation of a condominium: the Coup de pouce scheme is evolving

The efficient renovation of a collective residential building can be awarded to a condominium pool for the overall renovation of a condominium. This renovation is intended to achieve a high level of energy savings. The framework of this mechanism shall evolve from 1er November 2024.

The bonus “Helpful renovation of a collective residential building” is awarded to a syndicate of co-owners when comprehensive renovation works enable reduce the building’s energy consumption by at least 35%. This annual reduction in consumption must be linked to work on the following installations:

  • heating;
  • cooling;
  • domestic hot water production;
  • lighting;
  • heating, cooling, domestic hot water and ventilation auxiliaries.

Prior to the commencement of the work, an energy audit is required, which makes it possible to ascertain the energy and thermal characteristics of the building and to define the work to be carried out in order to improve the energy performance of the building.

An order issued in Official Journal September 17, 2024 provides details on the terms of this boost bonus. Thus, from 1er in november 2024, the premium may only apply to work carried out within:

  • collective buildings housing at least 3 separate tax shelters, housed in apartments different from the building;
  • condominiums composed of more than 20 lots, in which at least 75% of the lots are dedicated to the main dwelling of their occupants (a lot represents a fraction of the building consisting of private parts such as an apartment or an office, and a share of the common parts). This minimum threshold shall be reduced to 65 % for co-properties of 20 lots or less.

Further clarification was provided on the part of gas-powered equipment that a building may have if work on heating or domestic hot water is carried out.

Where the overall renovation works include a change of heating equipment and/or the production of domestic hot water, the connection to a heat network is compulsory, if technically and economically feasible (a heat network is a heating system that allows heat produced by one or more boilers to be conveyed to a group of buildings via pipes).

As of 1er November 2024, where the connection to a heat network cannot be made, the change of the heating and/or domestic hot water system may no longer lead to the installation of gas-fired boilers with a coverage ratio of more than 30 % (the coverage ratio here corresponds to the ratio between the amount of heat supplied by all the gas-fired boilers in the system and the annual heat needs for the uses covered by the system).

What evidence must be submitted to qualify for the Coup de pouce bonus?

New supporting documents will be required as of 1er November 2024 to benefit from the Coup de pouce performance renovation of a collective residential building:

  • the source file of the energy audit, on which all the parameters used for carrying out the energy audit are indicated;
  • the tax certificate of at least 3 separate tax shelters housed in different dwellings of the building;
  • the agreement of the co-owners for the works;
  • where applicable, the certificate of prior declaration of works lodged by the owner corresponding to the additional areas made habitable by a new interior fitting-out within the existing building (fitting-out of a cellar, attic or any other space) or by a new extension.

In addition, the following should continue to be presented:

  • the summary report of the energy audit;
  • a list of the recommended work with its performance levels and its correspondence with the list of the work carried out;
  • a list of the companies which have carried out the renovation work.

The bonus Coup de pouce Renovation performante of collective residential building is paid by the companies Signatories to the Charter A nudge :

  • by bank transfer;
  • either by check;
  • either in the form of a reduction applied to your work invoice;

  • or in another form (e.g. vouchers) agreed with the person with whom you signed the contract of service.
