What are the new terms of the SSA introduced in 2025?

New SSA modalities were piloted in 47 territories (whole departments or part of the living basins of these spaces) in 2023 and 2024. Since 1er January 2025, they apply throughout France. Every person receiving the RSA is now required to register with France Travail and must sign a contract of employment specifying his or her objectives of social and professional integration.

When you don't have the financial resources or they are very modest, you can take advantage of the RSA. Since 1er January 2025, as a beneficiary of the RSA, you are automatically and compulsorily registered with France Travail. It's also the case of your spouse, cohabiting partner or CIVIL PARTNERSHIP partner, even if that person is otherwise engaged in a professional activity. This is because the SSA is a social benefit paid to a household; the spouse, partner or CIVIL PARTNERSHIP partner of a person receiving the SSA is therefore also considered to be a beneficiary of this social benefit.

A letter or an email is sent to you by France Travail to confirm your registration and to send you:

  • information on the services you can access (request for mobility or childcare assistance, group workshops, personalized advice, etc.);
  • your France Travail number allowing you to access your personal area (your password is sent to you separately in another email).

You are then directed to the referent organization (departmental council, local authority, local mission, France Travail...) that best corresponds to your situation and needs. This organization is responsible for contacting you.

In this context, you benefit from a review of your situation and support tailored to your needs (training and development of skills for professional development, solving difficulties that prevent you from returning to a job, development of your self-employed activity...).

To qualify for the RSA, you must continue to file your resource statement every 3 months with your family allowance fund or the agricultural social mutual benefit according to your situation.

Also, like all job seekers, you must update and renew your registration with France Travail every month with exceptions (for example, if you are on a journey to social inclusion and you do not receive compensation from France Travail...).

What is in the contract of employment to be signed by SSA beneficiaries?

As a beneficiary of the RSA, you enter into a contract of employment with your referring organization. This contract, which is drawn up with you, contains your obligations and the actions you must take. It takes into account your situation, your needs, your project and your potential difficulties.

The contract of employment sets out an action plan with social and occupational integration objectives. You must realize at least 15 hours of activity per week. These may include:

  • placing them in a professional situation;
  • training;
  • actions to sustain or develop your business if you already have a job.

This minimum duration of 15 hours can be lowered, depending on your situation. Some recipients of the SSA are exempted from this activity obligation. These are people who have particular and proven difficulties due to, in particular:

  • their state of health;
  • their disability;
  • their situation as a lone parent who does not have custody for a child under 12 years of age.

Please note

All the new provisions of the SSA also apply to those who were already receiving this social benefit before 1er january 2025. If you were already accompanied by a referral organization, your support continues. Your personalized access to employment project (PAAP) or your reciprocal employment contract is adapted by your reference organization, together with you, to establish a new employment contract.

FYI  

A Presiding Officer may decide to suspend, in whole or in part, the payment of the RSA for a period which he shall determine where, without a legitimate reason, the beneficiary:

  • refuses to draw up or update his employment contract;
  • does not comply with all or part of the obligations set out in this contract.
