The sale of disposable e-cigarettes is now banned in France

As of February 26, 2025, disposable e-cigarettes, commonly known as “puffs,” are prohibited from being sold or offered free of charge. These single-use electronic vaping devices, available in a variety of fruity and sweet flavors, arrived in France in 2021 and were consumed by teenagers despite a ban on sales to minors.

Puffs are disposable e-cigarettes, so this differentiates them from traditional vaping products that are refillable. Many flavors are offered: strawberry, lemon soda, cotton candy, cookie... Most often, these disposable electronic cigarettes also contain nicotine. Each puff contains a defined number of puffs, which can deliver between 600 puffs - the equivalent of about 2 packs of cigarettes - and 5,000 puffs, says the report a report from the National Tobacco Control Committee.

The puffs were first marketed in the United States and then arrived in France in September 2021. They were then sold in buralists, in supermarkets, in bars, on the Internet... Since February 26, 2025, in France, you can no longer find these disposable electronic cigarettes on sale.

The offering, sale, distribution or free offer of disposable e-cigarettes is now prohibited. It is also forbidden to hold these products for sale, distribution or offering free of charge in France. These prohibitions apply to electronic vaping devices that are pre-filled with a liquid and cannot be refilled, whether or not they have a rechargeable battery.

It's part of the national tobacco control program 2023-2027, which provides in particular for:

  • protecting young people from smoking ;
  • protecting our environment from tobacco pollution.

The Ministry of Health says that “with their sweet aromas, colorful design and ease of use, the marketing of puffs makes them particularly popular with adolescents.” However, the sale of these products, as with any vaping product, to minors was already prohibited.

Disposable e-cigarettes are difficult to recycle because they are made from plastic, heavy metals, and lithium batteries, and are designed to be thrown away after a few hundred puffs.

Violation of the prohibitions in place shall be punished by a fine of up to €100,000 (€200,000 in the case of repeat offenses).

The import or manufacture of disposable electronic cigarettes remains authorized for exclusive sale outside France.
