Pass Culture: what changes regarding the individual share?

As of 1er In March, the conditions for awarding the Culture Pass for young people aged 15 to 18 are changing. The new measures are part of the 2025 budget. A decree was issued in Official Journal February 28, 2025.

The decree of 27 February 2025 introduces several changes to the Culture Pass.

Individual share allocated to young people

The amount of the individual share allocated through the Culture Pass to 17 and 18 year olds is amended:

  • €50 for young people aged 17 ;
  • €150 for young people aged 18.

The individual share for 15-16 year olds has been abolished. Young people in this age group can register in advance on the Culture Pass platform, create an account to benefit from free offers and “familiarize themselves with the tool while waiting to reach the age of 17 from which the credits will be opened to them”, the decree states.

Until now, the scheme has granted an individual annual credit to all young people aged between 15 and 18 (€20 at 15, €30 at 16 and 17, €300 at 18).

Please note

Young people who have reached the age of 17 before 1er March 2025, and having already received the sum of €30 corresponding to the provisions prior to the decree, do not benefit from the €50 credit.

Young people who have reached the age of 18 before 1er March 2025, and who have already received the planned credit before the new decree, are not affected by the change.

Term of use of the credit

The time to use the credit is longer: young people can use it during 4 years from their 17the birthday.

Credit enhancement under certain conditions

The new decree states that the 18-year-old will have his Culture pass credited with an additional €50 under certain conditions:

  • whether he is a beneficiary of the education allowance for the disabled child (AEEH);
  • whether he is a beneficiary of the Disabled Adult Allowance (DAA);
  • yes, when he's in his 17the each year, the family quotient of the person in charge is below a certain threshold (this must be fixed by order of the Minister of Culture).

The conditions for the use and granting of this additional credit must be specified by an order of the Minister of Culture.

Reminder

The Culture Pass, a national scheme, was introduced by the Ministry of Culture in May 2021 to promote access to culture for young people. They have access to free application on which they have a credit, established according to age, allowing them to access different types of cultural offers.

From 2022, a collective share was also included in the pass, allocated directly to schools to promote cultural outings.
