Solar panels: The price of your surplus electricity is changing

You can use your own electricity generation by settling solar photovoltaic panels on the roof of your home. When your panels are running at full capacity, they usually produce more electricity than you can use. So you can sell your surplus to EDF. The state-set selling prices of the surplus are changing.

A decree, published in Official Journal of 26 march 2025, changes the conditions for purchasing electricity produced by photovoltaic panels settled on:

  • buildings (houses, buildings, etc.);
  • hangars;
  • or photovoltaic shadows (a structure topped with a solar panel that is otherwise used to store equipment or shelter a vehicle in the shade).

Typically, when you settle PV panels as an individual, they are devices with a total power of 9 kWc (kilowatt-peak) or less.

When installing these panels, you can choose the option of ‘self-consumption with sale of surplus’: you consume part of the electricity produced and you sell the unused electricity to EDF. When you make that choice, you receive a government-issued investment premium that varies according to the aggregate strength of your photovoltaic panels. The amount of the premium now amounts to €80 per kilowatt peak (i.e. a premium of €240 for example if you settle photovoltaic panels with a combined power of 3 kWc). Previously, the amount of this premium was EUR 220/kWc for installations with a power of 3 kWc or less, and EUR 160/kWc for installations with a power of 9 kWc or less.

Please note

From 1er October 2025, the VAT on the installation of photovoltaic panels below 9 kWc will be 5,5 %; it is currently 10 % for installations with a power of 3 kWc or less and 20 % for installations with a power of more than 3 kWc. This provision is included in the 2025 budget. A ministerial decree must define the precise conditions for the application of this VAT rate.

The price of buying your surplus electricity is now fixed at 4 euro cents per kilowatt hour (kWh), up from 12.69 euro cents per kilowatt hour.

The new investment premium and surplus electricity amounts shall apply to households whose application for connection has been lodged with the system operator (Enedis or a local company) after 27 March 2025.

If you don’t want to sell your excess electricity, you can improve your electricity range with a solar battery. This battery stores the surplus and you can use it later.
