Identity card / Passport: what proof of residence?

The rules vary depending on where you apply for an identity card or passport.

In France

To apply for an identity card or passport, you must provide proof of residence less than one year on the date of submission of the application.

The document to be provided depends on your situation :

You have proof of residence in your name

One alone proof of domicile is required.

It must include your first and last name.

It must be dated less than one year on the date of submission of the application.

For example, it could be one of the following documents:

  • Phone bill (including mobile phone bill)
  • Electricity or gas bill. Attention: If you have a contract with Direct Energie, EDF, Engie or Gaz Regulated Rate, you do not have to provide proof provided that you use the address justification device and if the voucher is in your birth name. Justif d'address is a technical device integrated with the identity document request that allows the authorities to carry out an automatic verification of the address you have entered.
  • Lease receipt (from a social agency or real estate agency) or title to property
  • Water invoice
  • Tax Notice or No Tax Certificate
  • Housing tax voucher
  • Housing insurance certificate or invoice
  • Statement of the Caf: titleContent mentioning housing-related support.

If it is an electronic invoice, you can print or scan it and attach it to your pre-request file.

Other situation

You live with a relative (relative, friend...)

You have to present the following 3 documents :

  • Identity document of the person hosting you (photocopy only)
  • Host Letter signed certifying that you have been living at her home stably or for more than 3 months (original)
  • Proof of residence of less than one year in the name of the host (original).
You are homeless or homeless (homeless)

You may, under certain conditions, to elect domicile with one of the following:

  • Organization approved by the prefect. These may be, for example, humanitarian organizations carrying out actions against exclusion or for access to care (ATD Fourth World, Catholic Relief, etc.). Your City Hall can provide you with a list of these approved structures.
  • Communal (or inter-communal) Social Action Center (CCAS or CIAS).

The name of the organization is not on the ID. Only his address will be indicated.

You live in a hotel

You have to present the following 2 documents :

  • Certification by the hotel manager or manager
  • Official document in your name indicating the same address (driving license, tax notice, vital attestation, pension entitlement, family allowance entitlement, document from France Travail).
You live in a trailer

You have to present the following 2 documents :

  • Deed of ownership of the land or lease contract
  • Official document in your name with the same address.

Please note

If you have not had a fixed residence (or residence) for more than 6 months (travelers), you must produce a certificate of address for service.

Abroad

You live in Canada or Portugal

You are applying for a passport renewal

You can apply to renew your passport without moving at the embassy or consulate if you meet all of the following conditions :

  • You still have your passport (it has not been lost or stolen)
  • You were at least 18 years old on the date of issuance of your current passport
  • Your passport is still valid or has expired for less than 5 years
  • You are not applying for a passport renewal to change your birth name or first name or gender
  • You do not apply for a 2nd passport (for business reasons or incompatible destinations)
  • You are registered to Register of French outside France and have your consular registration number (Numic) and your registered email address
  • You have a La Poste digital identity.
You meet all these conditions and you want to do the procedure without going to the consulate

You must provide proof of domicile less than one month old.

If you have your own accommodation, the document must contain your first and last name. This is one of the following documents:

  • Landline or Mobile Invoice
  • Electricity, gas or water bill
  • Rent receipt (from a social agency or real estate agency)
  • Tax Notice or No Tax Certificate
  • Housing insurance certificate or invoice.

If you live with a relative, you must attach the following 3 documents:

  • One of the above vouchers on behalf of the host
  • An ID of the person who is hosting you
  • A signed letter from the host certifying that you have been living at their home stably or for more than 3 months (a letter template is available).
You do not meet all of these conditions
You have proof of residence in your name

It must include your first and last name.

It must be dated less than one year on the date of submission of the application.

For example, it could be one of the following documents:

  • Phone bill (including mobile phone bill)
  • Electricity or gas bill.
