Any minor of French nationality can have a passport regardless of his or her age (even a baby).
Step-by-step approach
The minor and his/her supervisor must report set at the counter. Their presence is indispensable.
The person responsible must exercise parental authority. It can be the father, the mother or the guardian. He has to show his own ID.
The location of the application does not depend on the domicile. You can surrender in any town hall, provided that it is equipped with a recording station.
