Proxy voting

You will be absent on the day of the vote (European elections, presidential, legislative, municipal, departmental, regional...)? You can have a voter vote for you at your polling station. To do this, you must make a proxy vote. Doing so as soon as possible ensures that you can vote by proxy on the day of the vote.
In France
If you are absent on voting day (election or referendum), you can charge another voter with vote for you in your polling station.
To do this, you need to make a power of attorney. You do not have to provide proof of absence.
Caution, on the day of the vote, the elector responsible for voting for you may have only one power of attorney made in France.
FYI
You can make the proxy in France, even if you are registered on a consular voters list.
There are several ways to make a power of attorney:

By filling out the online form (then going to the national police or gendarmerie)
General case
1. You must use the Proxy online service, connect to it with France Connect and provide an e-mail address.
In the case of the elector responsible for voting for you (your representative), you should know:
- His or her date of birth and voter number. You can find this number using this online service and on his electoral map.
- His date of birth, his first names, his name and the commune where he votes
Warning
If the voter who is to vote for you is registered on a New Caledonia voters list, you must use the form to print.
2. After receiving the email indicating the reference of your request, you must first go in person in 1 of the following locations:
- National Police (anywhere)
- Gendarmerie (wherever it is)
- Place welcoming to the public (defined by the prefect)
You must present a proof of identity and provide the reference of your application.
Then you will receive:
- An email containing the receipt of your proxy request
- And an email indicating that your power of attorney is effective

If you are unable to travel because of a disability or serious illness, you can request that a police or gendarmerie officer come to your home or to the specialized facility where you are (Ehpad: titleContent, hospital ...) to verify your identity.
You must make this request in writing and attach a sworn certificate indicating that you are unable to travel.
You are registered in New Caledonia
1. You must use the Proxy online service, connect to it with NC Connect and provide an e-mail address.
In the case of the elector responsible for voting for you (your representative), you should know:
- His or her date of birth and voter number. You can find this number using this online service and on his electoral map.
- His date of birth, his first names, his name and the commune where he votes
2. After receiving the email indicating the reference of your request, you must first go in person in 1 of the following locations:
- National Police (anywhere)
- Gendarmerie (wherever it is)
- Place welcoming to the public (defined by the prefect)
You must present a proof of identity and provide the reference of your application.
Then you will receive:
- An email containing the receipt of your proxy request
- And an email confirming the validity (or invalidity) of your proxy

- In the case of the elector responsible for voting for you, you must indicate his or her surname, first names, date of birth, address, municipality or registration consulate.
- You do not need to complete the sections reserved for administration.
2. You must go in person, with the completed form and a proof of identity in 1 of the following locations:
- National Police (anywhere)
- Gendarmerie (wherever it is)
- Welcoming place of the public defined by the prefect
A receipt is then given.

You fill in a form indicating, in the case of the elector responsible for voting for you, his name, forenames, date of birth, address, commune or consulate of registration.

The rules are different depending on whether you vote in France or from the foreigner.

To vote in France
You designate freely the voter who will vote for you.
But there are 2 exceptions:
- If you are under guardianship, you cannot designate some people in your life
- You can appoint a European citizen who votes in France, only for European and/or municipal elections
The elector you designate may have the day of the vote:
- Or 1 power of attorney made in France
- Either 1 power of attorney issued abroad (i.e. in a consulate or embassy)
- That is 1 power of attorney issued in France and 1 power of attorney issued abroad
- That is, two powers of attorney issued abroad
- Either 1 power of attorney made in France and 2 powers of attorney made abroad if at least 1 of the electors who appointed him is registered on a consular list of electors
- 3 proxies made abroad if at least 1 of the electors who nominated him is registered on a consular list of electors
On the day of the vote, the elector you have designated vote for you in your polling station.
Example :
You are registered to vote in the city of Denain and your polling station is No. 1 (in Denain).
You designate a voter registered on the voters list of the city of Marly, and whose polling station is No. 2 (in Marly).
On the day of the vote, the elector you have designated must vote in your place at polling station No. 1 in the city of Denain.

Warning
If you are a New Caledonia voter, you need to know your polling station using from another online service.
To vote from the foreigner
You designate freely the voter who will vote for you.
But if you are under guardianship, you cannot designate some people in your life.
The elector you designate may have the day of the vote:
- Or 1 power of attorney made in France
- Either 1 power of attorney issued abroad (i.e. in a consulate or embassy)
- That is 1 power of attorney issued in France and 1 power of attorney issued abroad
- That is, two powers of attorney issued abroad
- Either 1 power of attorney made in France and 2 powers of attorney made abroad if at least 1 of the electors who appointed him is registered on a consular list of electors
- 3 proxies made abroad if at least 1 of the electors who nominated him is registered on a consular list of electors
On the day of the vote, the elector you have designated vote for you in your polling station.
To know your polling station and find out the details of the powers of attorney you have made (or for which you are responsible), you can use this online service:
You must issue the power of attorney as soon as possible, because of the delays in routing and processing the power of attorney.
Indeed, you may not be able to vote if the city hall does not receive your power of attorney in time or if it does not have the necessary time to take it into account.
You can issue a power of attorney for a single election or for a fixed term.

For an election (or referendum)
You must indicate the election (or referendum), its date and whether the power of attorney is for 1er tower, 2d tower or the 2 towers.
To vote by proxy during the 2 rounds of an election, you can:
- Designate a single voter
- Either designate a different voter for each round, but you must then make 2 separate proxies
FYI
where more than one election is held on the same day, the power of attorney shall be valid for all such elections.
For a fixed period
You can make a power of attorney for a maximum period of time:
- one year if you are registered on a municipal electoral list,
- 3 years if you are registered on a consular list of electors.
But nothing prohibits you from making a power of attorney for a shorter period (3 months, 6 months or 1 year for example).
You can find out what your current powers of attorney are, i.e. find those you have made and those you are responsible for, using this online service:
Verify your voter registration and polling station
Warning
You do not have access to this service if you or the elector who is voting for you is registered on a New Caledonia voters list.
You can terminate the power of attorney you have already issued:
- Or to later instruct another voter to vote for you
- Either to vote personally
But to vote personally, you don't need to terminate the proxy. Simply inform the elector who is voting for you and go to the polling station before him or her. If that voter did not come to vote for you before you, you can vote personally.
Warning
If you have made several proxies, you cannot terminate one of them, you must terminate all of them.
