To obtain assistance with HRL, you must follow the 3 following conditions :

• To pursue a self-employed professional activity (craftsman, professional profession, etc.)
• Set up your workstation or work environment and bear the costs associated with it
• Be among the persons covered by the Employment Obligation for Disabled Workers (OETH).

You are a beneficiary of OETH if you are in one of the 7 following situations :

• You have been recognized as a disabled worker (RQTH) by the CDAPH: titleContent
• Accident at work You have been the victim of an occupational disease or an occupational disease resulting in a permanent disability of at least 10% and collect an annuity
• You're touching a invalidity pension provided that this disability reduces your ability to work or earn by at least 2/3
• You benefit from a reserved employment
• You are volunteer fireman and receive an invalidity allowance or annuity awarded because of an accident or illness contracted in service
• You have the mobility inclusion card (MIC) disability rating
• You're touching Disabled Adult Allowance (DAA).

To be eligible for HRL support, you must first apply for recognition of severe disability (RLH) with theAgefiph: titleContent.

This request must be made online through an online service:

Application for recognition of the heaviness of disability (RLH)

Your HRL application must be accompanied by the following documents:

• Proof of eligibility for the employment obligation (e.g. recognition of the status of disabled worker, disability card) valid for at least 6 months from the date of application for HRL
• Proof of registration or registration attesting to your activity as a self-employed person
• Proof of declared professional income for the past year (e.g., reporting of professional income)
• Proof of costs incurred in the context of the fitting-out of your position or work environment (invoices)
• Proof of the costs incurred for the expenses caused by your disability (for example, proof of professional income from the activity of your tutor or third party assisting)
• Bank identity statement (Rib) company.

These documents must be scanned.

The Agency makes its decision by mail. This email indicates the following:

• Favorable or unfavorable opinion
• Rate of heaviness of your disability (normal or increased)
• Possible means of appeal against the decision, in case of refusal.

It is only after you have received the LHR from the Agency that the financial assistance related to the LHR is awarded.

The amount of aid linked to the RLH depends on the rate of the severity of the disability set by the Agency: normal rate or increased.

This rate is determined according to the annual amount of your ongoing professional expenses related to your disability (particular organization of work, social or professional support, loss of earnings due to lower productivity...).

The RLH-related aid shall be paid every 3 months on declaration of the hours worked. 

It depends on your age at the time you apply for HRL.
