Solidarity allowance for the elderly (Aspa)

The solidarity allowance for the elderly (Aspa) is a monthly benefit granted to low-income pensioners (income and wealth) and living in France. It is paid by your pension fund (Carsat: titleContent, MSA ...). The amount varies, depending on whether you live as a couple or not. We present you with the information you need to know.

General case
You can get the Aspa from 65 years old.
You are a veteran/deportee/intern or prisoner of war
You can get the Aspa before 65.
The age from which you can get it is determined by your year of birth:
You are disabled or disabled
You can obtain the Aspa at age 65, or earlier if you meet at least 1 of the following conditions:
- Justify a permanent disability rate of at least 50%
- Be found unfit for work and permanently incapacitated at a rate of 50%
- Receive early retirement for disability
Amount not to exceed
Since 1er january 2024, your couple shall not exceed €1,571.16 gross per month.
Your couple's income is assessed over the 3 months prior to the Aspa's starting point. If they exceed the maximum amount, it is your income from the previous 12 months that is taken into account.
So you can apply for Aspa as soon as you meet the other conditions (age, residence).
Example :
If your application is received on May 12, 2024:
- The starting point of the Aspa is set at 1er June 2024 (1er day of the month following receipt of your request)
- Your revenues taken into account are those for March, April and May 2024.
- If the total of these revenues exceeds the maximum allowable amount, your revenues from June 2023 to May 2024 will be taken into account.

You're French
You must reside in France (Metropolis, Guadeloupe, French Guiana, Martinique, Reunion, Saint-Barthélemy, Saint Martin) stably. This is the case if you are in either one of these situations:
- You have your permanent home in France. The household is the place where you normally live, that is to say, the place of your habitual residence, provided that this residence in France is of a permanent nature.
- The location of your main stay is located in France. This is the case if you stay in France for more than 9 months in the year of payment of the Aspa.

You're a foreigner
You must reside in France (Metropolis, Guadeloupe, French Guiana, Martinique, Reunion, Saint-Barthélemy, Saint Martin) stably. This is the case if you are in either one of these situations:
- You have your permanent home in France. The household is the place where you normally live, that is to say, the place of your habitual residence, provided that this residence in France is of a permanent nature.
- The location of your main stay is located in France. This is the case if you stay in France for more than 9 months in the year of payment of the Aspa.

- Have a residence permit authorizing work on a continuous basis for at least 10 years
- Be a refugee
- Be stateless

You must apply to the organization that pays your pension:
Social security pension
You must complete the Aspa application form:
Application by Aspa to the National Old Age Insurance Fund (Cnav) and Cavimac
You send the form to your pension fund. You must attach the supporting documents requested (a list is specified in the package leaflet attached to the form).
This form allows you to apply for the Aspa from a single organization for all the activities that you have been able to carry out as:
- Employee
- Head of company, collaborating partner, craftsman, merchant and industrialist...
- Minister of Worship or Religion (Cavimac)
Pension paid by MSA
You must complete the Aspa application form:

You send the form, together with the supporting documents requested (a list of which is given in the leaflet attached to the form), to the AMM.
Pension paid by the Public Employees' Pension Fund
You must complete the Aspa application form:
Application by Aspa to the National Old Age Insurance Fund (Cnav) and Cavimac
You send the form, accompanied by the required supporting documents (a list of which is given in the notice attached to the form), to your pension fund.
Pension paid by the pension fund for territorial and hospital officials

You must file your application in the following order of priority:
- To the farm self-employed plan, if you are receiving a pension from that plan and if you are a farmer on the date of your application for Aspa.
- Under the general plan, if you are receiving your pension from that plan.
- To the organization that pays you the highest pension on the date of your application for Aspa.
Scheme for self-employed agricultural workers
You must complete the Aspa application form:

You must send the form, accompanied by the required supporting documents (a list of which is given in the leaflet attached to the form), to the MSA.
General scheme
This form allows you to apply for the Aspa from a single organization for all the activities that you have been able to carry out as:
- employee, head of company, collaborating spouse, craftsman, merchant and industrialist, ...
- Minister of Religious Affairs (Cavimac)
You must complete the Aspa application form:

2 people receive the Aspa
When the 2 members of the couple receive the Aspa, the maximum total amount paid is €1,571.16 per month, or €18,853.92 maximum per year (gross amounts).
The amount paid to your couple is equal to the difference between €1,571.16 and the amount of your couple's monthly income.
Example :
If your couple's income is €1,000 per month, the amount per month of the Aspa shall be calculated as follows:
€1,571.16 - €1,000 = €571.16 per month.
1 person receives the Aspa
When only one member of your couple receives the Aspa, the maximum amount paid is €1,012.02 per month, or €12,144.24 maximum per year (gross amounts).
The Aspa is paid by your pension fund (Carsat: titleContent, MSA...).
It shall be paid at the earliest from 1er the day of the month following the date of receipt of your request.
When you receive the Aspa, you must inform your pension fund of any change in situation concerning you (amount of your income, family situation or place of residence).
Amounts paid for the Aspa are recovered after the death of the person who received the Aspa, only if the net assets of the estate (amount of the estate less debts and expenses, such as taxes, rents and funerals payable) are at least equal to a certain amount.
This amount depends on where you live:

In the metropolis
When death occurs in 2024, the amounts paid for the Aspa shall be recovered after death, only if the net assets of the estate (i.e. the amount of the assets minus debts) are at least equal to €105,300. If the net assets of the estate are less than this amount, there is no recovery.
For a death that occurred between 1er september and december 31, 2023, the amounts paid for Aspa shall be recovered after death, only if the net assets of the estate is at least equal to €100,000. If the net assets of the estate are less than this amount, there is no recovery.
In Guadeloupe, French Guiana, Martinique, Reunion
When the death occurs in 2024, or between 1er september and december 31, 2023, the amounts paid for Aspa shall be recovered after death, only if the net assets of the estate is at least equal to €150,000.
If the net assets of the estate are less than this amount, there is no recovery.
You live alone
The persons concerned are the following:
- Single
- Widow
- Widow of war
- Divorced
- Separated from body (person authorized by a judgment to reside separately, without ending their marriage)
- De facto separated (person each with a principal residence)
Example :
A retired person living with his daughter (adult or minor) is considered to be living alone.
