Provisions of the law no. 2024-42 of 26 january 2024 will change some of the information in this card. They are subject to a regulatory text that is awaiting publication.

Are you a non-European foreigner and would like to work in France for more than 3 months? You can benefit from a residence card multi-year talent passport subject to conditions. How to apply for the card? What documents should be provided? How much does the residence card cost? We present you the necessary information according to your situation.

You must apply for a card if the intended stay is at least 1 year. If the period of stay is less than 1 year, a long-stay visa as residence permit (VL-TS) mention talent passport enough.

1st application

The residence card talent passport - qualified employee - employment allows you to stay in France. It allows you to work. Your employer doesn't have to ask work authorization.

Step 1: Check if you meet the conditions

  • You have obtained in France a diploma of Specialized Master'S Degree / Master of Science (labeled by the conference of the colleges) or at least equivalent to the master's

Abroad

You must submit your visa application to the French consular authorities in your country of residence.

If the duration of your stay is less than 12 months, the consulate will issue you a long-stay visa with the entry "talent passport". Upon arrival in France, you must have your long-stay visa valid as a residence permit validated on the internet within 3 months.

If the duration of your stay is 1 year or more, the consulate will issue you a long-stay visa with the mention "talent passport" of a duration of 3 months. You make your request for a residence card on the Internet.

In France

You must submit your application on the Internet, at the earliest 4 months and at the latest 2 months before the end of validity of your residence document (visa, VLS-TS or title).

Step 3: Prepare documents to be provided

  • Long-stay visa or valid residence permit
  • Passport (pages concerning civil status, validity dates, entry stamps and visas)
    or consular attestation with photo
    or photo ID
    or consular card with photo
    or certificate of nationality under 6 months with photo
  • Employer Attestation

  • Documents submitted by your employer

If you do it over the Internet, you have to scan the documents.

Step 4: Doing it on the Internet

You must submit your application on the Internet, at the earliest 4 months and at the latest 2 months before the end of validity of your residence document (visa, VLS-TS or title).

Step 5: Information from the Prefecture of the validation of the residence card

The prefecture confirms the availability of your residence card and the amount of the tax.

Step 6: Buy the tax stamp

If the residence card is given to you, you must pay €225 (stamp duty of €25 + tax €200) by tax stamps.

Proof of payment of stamp duty and tax is requested when the card is handed over.

You can buy the tax stamp on the internet or at a tobacco office.

On the Internet

You can purchase your tax stamp using the following online service:

  • Blue Card (CB) and e-Blue Card
  • Endorsement
  • Mastercard.

However, payment by Paypal or American Express card is not accepted.

The electronic stamp can be issued on 2 media:

  • PDF document with a 2D code that can also be scanned directly from a phone or tablet by the service responsible for receiving your request
  • SMS containing the 16-digit stamp identifier that will be accepted by the agent in charge of processing your file.

Request a refund of a tax stamp

In a tobacco office

You can buy a tax stamp from a tobacco office, if the store is equipped to edit them.

Warning  

do not buy a fine stamp by mistake.

Step 7: Delivery of the residence card once it is available

The card is given to you by the prefecture or sub-prefecture of your home.

In most prefectures, you have to make an appointment.

The card is valid for the same duration as the employment contract, up to a maximum of 4 years.

Stay of your family

Your family can benefit from the simplified procedure accompanying family and get a talent passport "family" residence card without going through the application for family reunification.

Your spouse and minor children receive a talent family passport multi-year residence card.

Step 8: What to do in case of refusal?

The time limits for contesting are different depending on whether or not you received a response from the prefecture.

If the prefect has notified you of the refusal

The decision of the prefect is yours notified by reasoned letter (explicit decision). Except in exceptional circumstances, such refusal shall be accompanied by a obligation to leave French territory (OQTF) setting the country to which you will be returned.

You can form a litigation before the administrative court (within 48 hours, 15 days or 30 days depending on the type of OQTF).

No reply from the prefect on your request

If the prefecture has not responded after 4 months, this is an implicit refusal.

The talent passport - innovative company - working as an employed person residence card allows you to stay in France.

Step 1: Check if you meet the conditions

You can get a card talent passport - innovative company - working as an employed person if you meet all of the following conditions:

  • You are recruited from an innovative young company or a company recognized as innovative by the Ministry of Economy
  • Your duties are directly related to the research and development project of this company
  • You have an employment contract that provides for gross annual earnings equal to or greater than €43,243

The talent passport - EU Blue Card - employed activity residence card allows you to stay in France. It allows you to work. Your employer doesn't have to ask work authorization.

Step 1: Check if you meet the conditions

You can obtain a residence card talent passport - eu blue card - working as an employed person if you are a highly skilled worker.

You must meet the following 3 conditions:

  • Have a diploma of at least 3 years of higher education or 5 years of professional experience of comparable level
  • Have an employment contract of at least 1 year
  • Have a gross annual remuneration of at least €53,836.50

Please note

this card is also granted if you have stayed at least 18 months in another EU countries with a European Blue Card. You must apply within the month of entering France.

  • Bachelor's degree +3 or any document proving at least 5 years of professional experience of comparable level
  • Up-to-date extract K bis, or up-to-date extract K or craftsman's card
  • Certificate of payment of social contributions to the body responsible for their collection (and to the paid leave fund if necessary) submitted by your employer
  • Proof of your qualifications and experience for the position (copy of diplomas and qualifications obtained, CVs, work certificates proving professional experience)
  • If the activity is regulated : proof that the employer fulfills the conditions for exercising it (license, prior declaration of intervention to the regional directorate for cultural affairs, etc.)
  • If the employment concerns a minor aged 16: copy of the employer's application for employment authorization
  • Mandate authorizing the person established in France to carry out the administrative formalities for the employer (if necessary)

  • You are an employee of a company established abroad and come to France to work as an employed person in the context of mobility between establishments of the same company or between companies of the same group (intra-group mobility)
  • You have a seniority of at least 3 months in the group that you are using
  • You have a employment contract with the company that employs you in France
  • You receive a gross annual remuneration of at least €38,918.88

Please note

this card is also granted if you are a researcher in another country EU countries and that you come to carry out part of your work for more than 3 months in France. In this case, you do not need a long-stay visa.

Step 1: Check if you meet the conditions

You can obtain a residence card talent passport - researcher - working as an employed person if you meet all of the following conditions:

  • You have a degree at least equivalent to the master's
  • You come to France to conduct research or provide university-level education
  • You have a hosting agreement signed with an approved public or private organization with a research or higher education mission. The agreement must indicate that you are a researcher and the purpose and duration of your stay in France. If you plan to travel to another EU country for your research, the agreement must specify your membership of a mobility program. In this case, you can ask for a residence card "talent passport - researcher - mobility programme".
