Election of staff representatives in the public service

Every 4 years, you are invited to vote to elect your representatives, who sit alongside the representatives of the administration on the Joint Administrative Committees (JACs) if you are a civil servant, on the Joint Consultative Committees (JCCs) if you are a contractual person and on the Social Committees.
State Civil Service (EPF)
Who is a voter?
You are invited to elect your representatives to the CAP to which your body of membership if you are an official in a position of activity, parental leave or secondment on the day of the vote.
If you are on secondment to the State Civil Service, you are both a voter for the CAP under which your home body is responsible and for the CAP under which your host body is responsible.
Who can be elected as a staff representative?
All civil servants on the list of electors are eligible.
However, you are not eligible if you are in one of the following situations:
- You are on long-term leave (CLD)
- You are prohibited from voting and being elected by a court
- You have been temporarily downgraded or excluded from office from 16 days to 2 years (unless amnesty or cancelation of the penalty)
Calendar, display and revision of the lists of electors
The lists of electors shall be drawn up by the administration and posted at least 1 month before the date of the vote.
Within 8 days of publication, you can check if you are registered and apply for registration if you are not and meet the requirements to be a voter.
Within 11 days of publication, you can file a complaint against entries or omissions on the voters list. The administration shall take a decision on your complaint without delay.
No amendment shall thereafter be allowed unless an event subsequent to those 8 or 11-day periods and taking effect not later than the day before the vote gives rise to the possibility or impossibility for an agent to be an elector.
In this case, the entry or cancelation shall be made no later than the day before the vote and immediately brought to the attention of the staff by means of a poster.
How many staff representatives are there?
The number of staff representatives shall be determined on the basis of the number of staff at 1er January of the election year.
Conduct of the voting
Elections shall be held electronically.
However, a ministerial order may provide that voting shall take place exclusively or in addition to electronic voting, by means of ballot voting, in certain administrations, establishments or authorities.
In any case, voting may also take place by mail. Envelopes sent by electors, at the expense of the administration, must reach the polling station before the polling day closes.
You can only vote for an entire list of candidates, without deleting or adding names and without changing the order in which candidates are presented.
Any bulletin that does not comply with these prohibitions is void.
The counting of the ballot shall take place, except in special circumstances, no more than 3 working days from the date of the vote.
At the end of the count and without delay, the results shall be announced.
Calculation of seats obtained
The staff representatives shall be elected on a proportional basis.
Once the votes have been validly cast, the electoral quotient is calculated.
The electoral quotient shall be equal to the total number of valid votes cast divided by the number of permanent staff representatives to be elected.
The number of incumbents' seats allocated to each list of candidates is calculated by dividing the number of votes collected by each list by the electoral quotient.
Any seats remaining to be filled shall be allocated according to the highest average rule, i.e. the number of votes collected by each list shall be divided by the number of seats already obtained + 1.
The list with the highest score wins the seat.
Full-time staff representatives shall be appointed in the order in which they are presented on the list of candidates.
Each list shall be allocated a number of seats for alternate representatives equal to the number of elected full representatives.
In all State administrations and public establishments of the State, one or more joint consultative commissions shall be set up by order of the Minister concerned or by decision of the head of the public establishment.
That order or decision shall lay down the composition, organization and functioning of the CCP and the conditions for appointing the representatives of the categories of staff concerned.
From 2023, the Social Committees will replace the Technical Committees and the Health, Safety and Working Conditions Committees (CHSCT).
Who is a voter?

Full official
You are invited to elect your representatives to the Social Committee if you are in a position of activity, parental leave or secondment on the day of the vote.
If you are on secondment, you are a voter with your host administration.
You are also invited to elect your representatives to the social committee of your host administration if you are made available with this administration.
Trainee official
You are invited to elect your representatives to the Social Committee if you are in an active position or on parental leave on the day of the vote.
You are not a voter if you are a student or intern in school.
Contractual
You are invited to elect your representatives to the Social Committee if you complete the following 2 conditions :
- You're in DTA: titleContent or, for at least two months, in CSD: titleContent of at least 6 months or in CDD successively renewed for at least 6 months
- You are on duty or on paid or parental leave
Who can be elected as a staff representative?
All agents registered on the electoral roll are eligible.
However, you are not eligible if you are in one of the following situations:
- You are on long-term sick leave (LSW) or long-term sick leave (LSW) or on serious sick leave
- You are prohibited from voting and being elected by a court
- You have been temporarily downgraded or excluded from office from 16 days to 2 years (unless amnesty or cancelation of the penalty)

The number of full-time staff representatives shall be equal to 11 for the social committee of central administration and for the social committee for network administration.
The number of staff representatives holding a social committee for the administration of decentralized services shall be as follows:
In the case of the other administrative social committees, the number of full staff representatives shall not exceed 10.
In each committee, the number of alternate representatives shall be equal to the number of full representatives.
The act setting up the Committee shall lay down the number of staff representatives.
Conduct of the voting

Who is a voter?
You are invited to elect your representatives to the CAP to which your grade whether you are a full-time or non-full-time public servant in a position of activity, parental leave or secondment on the day of the vote.
If you are on secondment to the territorial civil service, you are a voter for both the CAP for which your rank of origin is responsible and the CAP for which your grade of reception is responsible.
Who can be elected as a staff representative?
All civil servants registered on the CAP voters list are eligible.
However, you are not eligible if you are in one of the following situations:
- You are on long-term sick leave (LWD) or long-term sick leave (LWD)
- You are prohibited from voting and being elected by a court
- You have been temporarily downgraded or excluded from office from 16 days to 2 years (unless amnesty or cancelation of the penalty)

The lists of electors shall be drawn up by the administration and posted at least 60 days before the date of the vote.
From day of display to 50e the day before the polling day, you can check if you are registered and ask for your registration if you are not and meet the conditions to be a voter.

- You're in DTA: titleContent or, for at least two months, in CSD: titleContent of at least 6 months or on a CDD renewed without interruption for at least 6 months
- And you are on duty or on paid or parental leave
Who can be elected as a staff representative?
All agents registered on the electoral roll are eligible.
However, you are not eligible if you are in one of the following situations:
- You're on serious sick leave
- You are prohibited from voting and being elected by a court
- You have been temporarily excluded from office for at least 16 days (unless amnesty or the penalty is canceled)
Calendar, display and revision of the lists of electors
The lists of electors shall be drawn up by the administration and posted at least 60 days before the date of the vote.
From day of display to 50e the day before the polling day, you can check if you are registered and ask for your registration if you are not and meet the conditions to be a voter.

National PCAs
The lists of electors shall be drawn up by the National Management Center and posted at least 60 days before the date of the poll.
Within 15 days of posting, you can verify if you are registered and request your registration if you are not and meet the requirements to be a voter.
Within 18 days of posting, you can file a complaint against entries or omissions on the voters list. The administration shall take a decision on your complaint without delay.
At the end of the 18-day period, the list of electors shall be closed.
No amendment shall thereafter be allowed unless an event which takes effect not later than the day before the vote gives rise to an agent being able or unable to be a voter.
In this case, the entry or cancelation shall be made no later than the day before the vote and immediately brought to the attention of the staff by means of a poster.
How many staff representatives are there?
For each CAP, the number of staff representatives shall depend on the number of staff members covered by it:
