The Administrative Court adjudicates disputes between individuals and governments. It also judges labor disputes in the public service. It is the first court to hear a case, that is, it is the first court to hear a case.

Administrative Court of Appeal
The Administrative Court of Appeal adjudicates on appeals against judgments of administrative tribunals.

The Council of State
The Council of State is the highest administrative court. It is the court of first and last resort (the only court seised of the case), on appeal or in cassation. It judges disputes handled by the administrative courts of appeal.
