What should a foreigner do if his residence card is stolen?

If you are a foreigner and your residence card has been stolen, you have to take different steps depending on the location of the flight (in France or abroad). In any case, you must request a duplicate of your residence card, the cost of which varies according to the type and the indication.
What applies to you ?
In France
You must first make a theft report at the police station or the gendarmerie. A receipt will be provided.
You must then apply for a duplicate residence card online.
- Receipt of complaint for theft of your residence card
- Photocopy of your stolen residence permit (if you have kept one)
- Passport (pages on civil status, validity dates and entry stamps)
- Birth certificate (full copy or extract with parentage)
- If you are married: your spouse's residence card (or identity card) and marriage certificate
- If you have children: Birth certificates of your children with filiation
- Proof of domicile less than 6 months old
- 3 photos
- Proof of payment of the fee and/or stamp duty (requested when the card is handed over)
The issue of the duplicate is subject to payment (payment by tax stamps):
General case
1 year card
You must pay:
- €225
- or €75
- if you are a student
- accident at work if you have a pension card
- if you have a student card
- if you have a job search or company creation card
- if you have an au pair youth card
- if you have a family reunification card
- if you have a "seasonal worker" card
- or €25
- if you have been in the care of child welfare
- if you have a health card
- if you are stateless or a family of stateless persons
- if you are a subsidiary or family member.
If you have a card as a victim of domestic violence, human trafficking or pimping, the duplicate is free.
Multi-annual map
You must pay:
- €225
- or €75
- if you have a multi-year card student
- or if you have a multi-year card for family reunification.
10-Year Resident Card
You must pay:
- €225
- or €75 if you have a card accident at work pension or occupational disease.
If you have a card as a victim of domestic violence, human trafficking or pimping, the duplicate is free.
Retired card/10-year retired spouse
You have to pay €25.
Algerian
1-year certificate of residence
You must pay:
- €225
- or €75 if you have a student or trainee residency certificate.
10-year residency certificate
You have to pay €25 (stamp duty).
Abroad
You must first report the offense in the country where the theft took place to the local police authorities, then to the French embassy or consulate in the country concerned.
Then you need to apply for a return visa at the French embassy or consulate in the country where you are, to be able to return to France.
Before issuing this visa, the embassy or consulate shall carry out an investigation at the prefecture where the residence permit is issued. This investigation can take a long time.

You must then, as soon as you return to France, request the duplicate of your residence card online.
