How is the day of solidarity being carried out in the civil service?

The day of solidarity finance measures to promote the independence of the elderly and disabled. It shall apply to officials and contractors.

It takes the form of an extra day's work unpaid.

The way in which the day of solidarity is carried out varies depending on whether you work in Alsace-Moselle or in the rest of France (general case):

General case

The day of solidarity may be carried out in one of the following ways:

  • Work on a previously nonworking holiday other than 1er May (working on Whit Monday for example)
  • Deleting a day of RTT
  • Any other organization allowing work for 7 hours previously unworked, unless a day of annual leave is deleted

Alsace-Moselle

The day of solidarity may be carried out in one of the following ways:

  • Work on a normally non-working holiday other than 1er May, December 25 and 26, and Good Friday (e.g. work on Whit Monday)
  • Deleting a day of RTT
  • Any other organization allowing work for 7 hours previously unworked, unless a day of annual leave is deleted

For working agents part-time or non-full-time, the seven hours of that day shall be reduced in proportion to their working hours.

The conditions under which the day of solidarity shall be completed shall be:

  • In the State civil service, by ministerial decree after the opinion of the social administrative committee concerned
  • In the territorial civil service, by deliberation after the opinion of the territorial social committee
  • In the hospital civil service, by decision of the director of the establishment, after consulting the social committee of establishment.
