Vocational training leave in the territorial public service (FPT)

You can, under certain conditions, benefit from a vocational training leave if you wish to train to satisfy a professional or personal project.

The situation differs depending on whether you are a public servant or a contractor.

Official

Vocational training leave is a leave during which you completely cease your professional activity in order to take training with a view to extending or perfecting your personal training.

You can take the vocational training leave if you have completed at least 3 years of actual service in the public service.

In order to promote your professional development, you have priority access to vocational training leave if you are in one of the following situations:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

You can also ask for personalized support to help you develop and implement your professional project.

If you have been given preparation for competitions and professional exams in the public service or a vocational training leave, you cannot be given a new vocational training leave within 12 months of the end of your previous training, unless you were unable to complete it in full because of the service requirements.

You must apply for leave at least 90 days (3 months) before the training start date.

Your application must specify the date of commencement of the training, the nature of the training, the duration of the training and the name of the training organization.

Your community will notify you of their agreement or reasons for rejecting or deferring your application within 30 days of receiving your application.

Vocational training leave shall be granted subject to operational requirements.

If your community employs less than 50 full-time officers, the management center may reimburse you for all or part of the compensation paid to you during the training leave.

In this case, within 30 days of receiving your application, your community will inform you that its agreement is conditional on the reimbursement of your allowances by the management center.

It then has a further 30 days to inform you of its agreement.

The duration of the vocational training leave shall be 3 years maximum for the whole career.

This maximum duration is 5 years if any of the following apply to you :

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to the obligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

The leave can be used all at once or divided throughout the career into placements which can be divided into weeks, days or half-days.

General case

You receive a lump sum monthly allowance from your employer's administration during the firstre year off.

Subsequent years of leave are unpaid.

The monthly allowance is equal to 85% your gross index salary and the residence allowance you receive at the time of your leave.

However, this monthly allowance may not exceed €2,712.58 gross per month.

In addition to your monthly allowance, you continue to receive your full payment family treatment supplement (FTS) if you are receiving this top-up.

You have priority access to vocational training leave

If you have priority access to vocational training leave, you receive a lump sum monthly allowance for the first 2 years of leave.

Subsequent years of leave are unpaid.

During 1re in the year of leave, the monthly allowance is equal to the gross index salary and the residence allowance you receive at the time of your leave.

The seconde in the year of leave, the monthly allowance is equal to 85% your gross index salary and the residence allowance you receive at the time of your leave.

However, this monthly allowance may not exceed €2,712.58 gross per month.

In addition to your monthly allowance, you continue to receive your full payment family treatment supplement (FTS) if you are receiving this top-up.

At the end of each month and when you return to work, you must give your employer's administration a certificate of attendance in training issued by the training organization.

In the event of absence without good reason, your leave is terminated and you must reimburse the allowances received.

At the end of your training leave, you must work in the public service (state, territorial or hospital) for a period equal to 3 times the period during which you received allowances.

If you are in one of the following situations, you must work in the public service for a maximum of 36 months:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to the obligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

You may be exempted from this requirement to remain employed in the public service by your employer's administration.

If you are not relieved of this duty and leave the Public Service before the end of your employment, you must reimburse the allowances received on a pro rata basis for the time you did not serve.

Time spent on vocational training leave shall be considered as working time.

During your vocational training leave, you retain your annual leave entitlements: you can take them during your vocational training leave, especially during school holidays.

In this case, your vocational training leave is suspended during the annual leave periods.

In the event of sickness or maternity, the training leave is also suspended and you are paid according to the usual rules applicable during this leave.

The time spent on vocational training leave is taken into account for retirement.

You return to duty at the end of the vocational training leave.

Contractual

Vocational training leave is a leave during which you completely cease your professional activity in order to take training with a view to extending or perfecting your personal training.

You can take the vocational training leave if you have 3 years or the equivalent of 3 years of actual service, consecutive or otherwise, in the public service, including 12 months, consecutive or not, in the community to which you are applying for the leave.

In order to promote your professional development, you have priority access to vocational training leave if you are in one of the following situations:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear
