Professional medical follow-up of a public official
Verified 01 January 2023 - Directorate for Legal and Administrative Information (Prime Minister)
As a public official, you benefit from medical follow-up by the occupational doctor during your career.
What applies to you ?
State Civil Service (EPF)
When you join the public service, if your duties require special health conditions, you undergo a medical examination by a doctor approved by the administration.
These special health conditions are defined by the special status of the body to which you will belong, or to which your employment is assimilated if you are a contractual employee.
This is the case, for example, for some national police forces or for the prison guard force.
During this examination, the doctor checks that you meet the physical fitness requirements for the intended job.
When recruitment is first carried out in schools or educational establishments, the medical examination for recruitment takes place upon admission to the school or establishment.
If you or your administration disagree with the doctor’s conclusions, you may refer the matter to the medical advice within 2 months.
The costs of this examination shall be borne by the administration.
Periodic visit
You benefit from a information and prevention visit every 5 years.
This visit may be carried out by the occupational doctor, a medical worker or a nurse.
The aim of the information and prevention visit is to ask you about your health.
This visit is also intended to inform you about the possible risks to which your workstation exposes you and the prevention methods to be implemented.
At the end of each information and prevention visit, the health professional who carried out it (if it is not the occupational physician), can refer you to the occupational physician, if he considers that your health condition or the risks to which you are exposed require it.
You must provide your administration with proof of your information and prevention visit.
Special medical supervision
In addition to the information and prevention visit, the occupational physician carries out a special medical surveillance if you are in one of the following situations:
- You have a disability
- You are pregnant or have just given birth or are breast-feeding
- You are reinstated after long-term or sick leave
- You hold a position in a department with particular risks
- You have special medical conditions
The occupational physician shall define the frequency and nature of the follow-up carried out by such medical surveillance, the periodicity of which may not exceed 4 years.
An intermediate visit is carried out by an occupational doctor, a medical assistant or a nurse.
These visits are mandatory.
The occupational doctor may propose adjustments to your workstation or to your working conditions, because of your age or physical resistance or your state of health.
It can also offer temporary adjustments to your workstation or working conditions if you are pregnant, have recently given birth or are breastfeeding.
Where the administration does not follow the opinion of the occupational doctor, reasons must be given in writing and the Social Committee informed.
Medical check-up on request
You can request a visit with the occupational doctor or a member of the occupational health service at any time without the administration knowing the reason.
And your employer administration may ask the occupational doctor to see you if it deems that your health condition requires it.
She must inform you of this step.
When you leave the public service permanently, you may be entitled to post-professional medical follow-up.
This is the case if you have been exposed in the course of your duties to an agent which is carcinogenic, mutagenic (i.e. capable of causing genetic mutations) or toxic to reproduction.
This is also the case if you have been exposed in a usual way to harmful agents that may cause occupational disease.
You are entitled to this post-professional medical follow-up in case of resignation, dismissal, retirement, etc.
This medical follow-up is managed by the last administration in which you were exposed.
If this administration cannot be identified, medical follow-up is carried out by the administration to which you are subject at the time of your permanent cessation of duties.
You are informed of your right by the administration at the time you permanently cease your duties.
The administration will issue you with a certificate of exposure to a carcinogenic, mutagenic and toxic to reproduction risk established, after consulting the occupational physician.
Post-professional follow-up can be ensured, at your choice, by the administration's preventive medicine service.
It can also be provided by any doctor of your choice or by the medical centers with which the administration has an agreement.
