Fire safety in condominiums

What fire safety features are mandatory in a condominium? We're doing an update on the regulations.

The owner of the building or the responsible person designated by the owner (for example, the condominium trustee) shall be implemented within common areas security measures to prevent the risk of fire and to prevent the spread of fire from risk areas to traffic and clearances.

Certain measures must be put in place, including:

  • Fire door blocks . Door blocks shall separate the spaces in the refuse receptacles from other parts of the building where such spaces do not open to the outside of the building or to open corridors. Doors of door blocks shall be fitted with door closures. They must open without a key from the inside, in the direction of the exit coming from these premises
  • Fire extinguishers in stairwells, car parks, boiler rooms
  • Smoke removal systems permitting the evacuation of fumes and combustion gases to the outside and permitting the evacuation of the occupants.

Warning  

it is prohibited to settle smoke detectors (Daaf) in the common areas of the buildings.

In buildings where the date of application for a building permit is later than 1er october 2015, basement and ground floor plans must be displayed in the entrance halls, near the access to the stairs and elevators.

Fire-specific instructions for each type of building must also be displayed in parking lots, if any, near the access to stairs and elevators.

These plans shall include the safety instructions to be followed in the event of fire in accordance with regulated model. They must at least include the following information:

  • Location of main divisions and basement paths
  • Indication of clearances, internal roads or courtyards leading to the exterior of the building
  • Location of the lifts and lift, with access to them
  • Location of waste disposal premises and receptacle if there is a waste disposal facility
  • Location of emergency equipment, including dry column connections and smoke control.

The owner of the immovable or the person responsible designated by him (e.g. the trustee) must cause to be made, at least once a year, checks of detection, smoke-free, ventilation installations, and all installations operating automatically and dry columns.

In particular, he must ensure the proper functioning of fire doors, door closures and devices for maneuvering the openings in the upper part of stairs.

It must also ensure the maintenance of all installations involved in safety. He must be able to justify it by the record keeping. This register must contain at least :

  • Facility Audit Reports
  • Maintenance Response Reports
  • And maintenance operations

Verifications must be carried out by competent bodies or technicians chosen by the owner.

The flue gas exhaust ducts shall be cleaned as a minimum 1 time per year. However, the departmental regulation which lays down the rules at municipal level may provide for a higher frequency.

Sweeping must be carried out on the initiative of the owner of the building (or the person responsible designated by him) by a qualified company. This company must provide a scouring certificate when it has been carried out.
