Recruitment in the public service without competition in category C

It is possible to be recruited as a civil servant without passing a competition. This is possible in some body or framework of jobs of category C of which the 1er grade is the lowest pay scale in the public service. We present these access conditions.

You can be recruited in the public service (state, territorial or hospital), without passing competitions, in some body or framework of jobs of category C.

Bodies or frames of employment accessible without competition are those whose grade starting pay scale is the lowest in the public service called C1 pay scale.

The jobs concerned are those which do not necessarily require a diploma.

These jobs are mainly:

  • Administrative Assistant responsible for administrative, executive, reception and secretarial functions
  • Technical assistant responsible for manual or technical work and driving vehicles.

You must complete the general conditions for access to the public service.

Job offers are available through different channels depending on the public service (state - EPF, territorial - FPT or hospital - FPH).

To apply for a job offer, you must provide a letter of application (also called letter of motivation) and a curriculum vitae (CV) details including any training you have taken and any jobs you have previously held.

If your application is selected, you are invited to a job interview.

The interview can be conducted remotely by videoconference. In this case, the job offer indicates whether the use of videoconferencing can be requested!

  • Or, only by candidates residing in a French overseas territory or abroad, with a disability, in a pregnancy situation or whose state of health so requires
  • Either by any candidate.
