You are a public official in the hospital public service (civil servant and contract) and you want to define a professional development project? You have the opportunity to request a skills assessment. To do so, you must have at least 2 years of effective service. You may be granted leave if the check-up takes place during working time. The results of this review cannot be transmitted without your consent. We're giving you the regulations to know.

The Skills Check enables you to analyze:

  • Your professional and personal skills
  • Your skills and motivations.

A competency check is used to define a professional project and, optionally, a training project.

You can do a skills check if you complete 2 cumulative conditions :

  • You are a public official: civil servant or contract worker
  • You have at least 2 years of actual service, consecutive or not.

You benefit from a priority access the skills check if you are in any of the following situations :

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

You can complete your skills check during your working time or outside working time.

In the 2 cases, your application must indicate:

  • The dates
  • The duration of the balance sheet
  • The name of the provider organization you have chosen.

You carry out your assessment during your working time

Skills Check Request

You must submit your request for a balance sheet and leave to your head of school au minus 60 days before the balance sheet start date.

Institution Response

Your establishment receives your request.

He then has 30 days to inform you in writing:

  • His agreement
  • Or the service requirements justifying the postponement of leave

The postponement may not exceed 6 months.

You carry out your balance sheet outside working time

You are not required to inform your employer of your application.

The skills check is carried out with a provider outside your institution that you can choose.

It can take place:

  • During your working time: you are then granted leave
  • Out of working hours.

Please note

You can also choose to complete your skills assessment as part of the training hours acquired on your personal training account (PTA).

A competency check consists of 3 phases.

Preliminary phase

The aim of the preliminary phase is:

  • Define and analyze your needs
  • Inform you of the conditions of the skills assessment and the methods and techniques used
Investigation phase

The investigation phase allows you to analyze your professional and personal motivations and interests.

It allows you to identify your professional and personal skills and abilities and, if necessary, assess your general knowledge.

Finally, it allows you to determine your possibilities for professional development.

Concluding phase

The wrap-up phase enables you to perform the following actions through custom interviews:

  • Read the detailed results of the investigation phase
  • Identify factors that may or may not favor your professional project and, if necessary, your training project
  • Plan the main stages of your project implementation

This phase ends with the provider presenting the detailed results of the balance sheet and a summary document.

You are the only recipient of the detailed results and summary document.

They can only be communicated to a third party with your consent.

Skills assessment during working time

You must submit a request for financial support of your competency assessment to the National Association for the Continuing Training of Hospital Staff (ANFH).

Your application must be accompanied by the leave agreement of your head of school.

Funding for the skills assessment shall be granted by the ANFH within the limits of the appropriations available.

If the ANFH financially supports your skills assessment, a tripartite agreement is established between:

  • The provider organization
  • You
  • THE ANFH.

The Convention sets out the main respective obligations of the three Parties.

You are entitled to reimbursement of your travel expenses incurred during the competency check.

Non-working-time skills assessment

You must submit a request for financial support of your competency assessment to the National Association for the Continuing Training of Hospital Staff (ANFH).

Your application must be accompanied by the documents and declarations on honor establishing that you meet the seniority condition required to benefit from this balance sheet.

The competency assessment is granted by the ANFH within the limits of the available appropriations.

You are entitled to reimbursement of your travel expenses incurred during the competency check.

If the ANFH financially supports your skills assessment, a tripartite agreement is established between:

  • The provider organization
  • You
  • THE ANFH.

The Convention sets out the main respective obligations of the three Parties.

If you do your skills check during working time, you continue to receive:

  • Your treatment
  • Your premiums
  • Your allowances, including those of a family nature,

If you have already had a skills check, you can only request oneat least 5 years after the previous one.

However, if you are in any of the following, you can only ask for oneat least 3 years after the previous one:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

The duration of the leave shall be Maximum 24 hours working time per balance sheet.

If you are in any of the following, the duration of the leave shall be 72 hours working time by balance sheet:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

The leave may be taken in installments.

You must submit a attendance certificate issued by the provider organization at the end of your leave.

If you have not been granted leave, you must present a proof of attendance at the end of your balance sheet if it has been financially supported by the ANFH.

Indeed, if without good reason you have not followed the entire balance sheet for which you have requested support, you must reimburse:

  • Training costs at the ANFH
  • Your treatment received during your absence from your institution.

The results of the competency check can only be communicated to third parties with your consent.
