Victim
If I have been the victim of a terrorist attack and I am injured (physical or psychological), I must report it as soon as possible. This will allow me to get help and to assert my rights.
Immediately after the attack, I can call the emergency services (fire department, Samu, police, gendarmerie).
I can alert the emergency services with short numbers:
- Samu (emergency medical assistance service), by dialing the 15,
- Firefighters, by dialing the 18.
In any case, I can also dial the 112 to be oriented towards the right service.
All these numbers are free and can be dialed on a landline or mobile phone. They can be reached 24 hours a day, 7 days a week.

I have to ask the doctor who examines me after the attack to produce a medical certificate.
The doctor makes an initial assessment of the impact of the attack on my physical and psychological health. If necessary, he will refer me to a specialist.
FYI
i benefit from the full support of medical care and/or psychiatric follow-up visits related to the terrorist act, without having to advance the costs.
To get psychological support within hours of an attack, I can go to a medical-psychological emergency cell (CUMP).
There is a CUMP in each department, attached to the Samu and reachable via the 15 (from a fixed phone), or the 112 (from a mobile phone).
I benefit from the full management of psychiatric follow-up visits in connection with the attack without paying the costs.
My close ones may also benefit from the same support.
To assert my rights as a victim, I have to provide evidence during my various steps (claim for compensation, participation in the trial, etc.).
So I have to gather the documents that prove that I was the victim of a terrorist act and that it caused me harm. Examples of such documents are:
- Proof of presence at the site of the attack (tickets, proof of purchase, photos...)
- Copy of the complaint
- Medical certificate issued at the first consultation after the attack
- Medical certificates prescribing incapacity for work
- Medical records describing injuries sustained and their progression
- Certificates from practitioners (doctors, psychologists) describing psychological disorders and the extent of trauma suffered
- Proof of loss of revenue and expenses caused by the attack (pay slip, invoices, statements, estimates, etc.).

I can obtain several types of compensation for physical or psychological injuries sustained during a terrorist attack.
Compensation from the Fund for Victims of Terrorism (FGTI)
If I am injured or shocked by an attack, I can receive financial compensation from the Guarantee Fund for Victims of Terrorism and Other Crimes (FGTI).
The FGTI compensates the personal injury and the economic damage physical and mental injuries, whether temporary or permanent.
To be compensated by the FGTI, I have to send a claim.
The request must be accompanied by evidence of my harm and presence in the danger zone of the attack.

Military disability pension and civilian war victim status
As a victim of a terrorist act, I can receive a military disability pension and the status of civilian war victim. The granting of these benefits depends on the extent of my disabilities.

Applying for a military disability pension as a result of a terrorist act
Recognition of the status of disabled person
If I became disabled as a result of a terrorist act, I can get the status of disabled worker. This status allows you to benefit from employment and working conditions that take into account my disability. For example, scheduling and adaptation of the workstation.
The application for recognition of the status of disabled worker (RQTH) is made with the Departmental House of Disabled Persons (MDPH). The procedure is done on a paper form or directly online depending on the geographical location.

If I become a disabled worker and my disability rate reaches a certain threshold, I can benefit from Disabled Adult Allowance (DAA).
This basic allocation may be supplemented by other allocations:
- Resource Add-on or supplement for independent living, intended to alleviate the absence of income from work, if I am recognized as unable to work
- Disability Compensation Benefit (DCP) intended to cover all additional daily living expenses related to disability
To facilitate my travels, I can also ask for the Mobility Inclusion Card (CMI).
I can also get a tax reduction to adapt my home to my handicap.
Compensation from life insurance
If I have a life insurance policy, this insurance can compensate me for the personal injury caused by the terrorist attack. I need to get in touch with the insurance company as soon as possible after the attack to find out how to make the claim.
Reminder
it is advisable to keep all the written traces of a material damage and subsequent expenditure. For example, repair quotes to prove damage to property, employment contracts to prove loss of income, invoices to prove the purchase of replacement property.
If I've had a material damage following a terrorist act, i can be compensated by insurance that covers the damaged property. For example, motor insurance for my car and fire insurance for my accommodation or business premises.
Compensation may extend to expenses directly caused by the material damage, if the contract so provides. For example, reimbursement of rehousing costs in the event of damage making it impossible to live in the insured dwelling.
Compensation may also extend to operating losses directly linked to material damage, if I have taken out specific cover for that risk.
It is possible to recover one's personal belongings after an attack, but the restitution depends on the constraints of the investigation. Indeed, some cases can be placed under sealed, which prevents their return.
If I wish to recover my personal belongings, I must report it to the criminal investigation unit. They can tell me if my stuff is available or if it's sealed.
If the cases are sealed, the officers of the criminal brigade will forward my request to the justice system for the cases to be returned to me as soon as the investigation permits.
In the aftermath of a terrorist attack, the judiciary investigates and tries the perpetrators. In general, the investigation is opened by the public prosecutor before being transferred to an investigative judge.
During the investigation, the investigative judge lists the victims of the attack and identifies their injuries. The results of the investigation will make it possible to judge the persons involved in the organization of the attack and to compensate the victims.
In order to defend my rights, I must inform the investigating judge that I am a victim of the attack and that I wish to be compensated by the courts. This approach, which is called formation of civil party, gives me access to the court file. I can thus be informed of the progress of the investigation and ask if necessary for certain investigations to be carried out.
If I did not file a civil suit during the investigation, I can still do so no later than the first day of the court hearing. I have to write a letter to the investigating judge formation of civil party.
The National Medal of Recognition for Victims of Terrorism can be awarded to victims of a terrorist act. This medal is intended to honor those who have been sequestered, injured or killed in a terrorist attack.

Close to a victim
If I believe that a relative of mine may be at the scene of a terrorist attack, I must report it to the authorities as soon as possible.

I can ask for help from my GP or the Emergency Medical Psychological Cell (EMPC). There is one CUMP per department, attached to the UAS and reachable via 15 (from a landline) or 112 (from a mobile).
I can also contact a victim assistance organization and refer me to a professional.
Who shall I contact
As a close of a victim, I have the right for 2 years to take full charge of my consultations with a psychiatrist, who can prescribe me drugs.
I don't have to prepay. A certificate will be given to me by my health insurance fund, it will be presented to the psychiatrist and the pharmacist.
Seek compensation
Compensation from the Guarantee Fund for Victims of Terrorism and Other Crimes (FGTI)
As a close of a victim of a terrorist act, I can be compensated by the Guarantee Fund for Victims of Terrorism and Other Offenses (FGTI).
The FGTI compensates the non-material damage, and the economic damage. For example, emotional harm or loss of income if I have to care for a loved one who has become disabled.
To be compensated by the FGTI, I have to send a claim.
The application must be accompanied by evidence of the direct victim's situation and my relationship to the victim.

Compensation for disabled children
If my family member who is the victim is my child and he became disabled as a result of the terrorist act, I can benefit financial aid and transport aid.

If my family member who is a victim of the terrorist act is a parent of mine and I am under the age of 21, I can obtain ward of the nation.
This status entitles the holder to grants to finance daily life, studies and job search.

Carry out the administrative procedures
If one of my relatives died in a terrorist attack, I must carry out certain administrative procedures urgent:
- Declare Death within 24 hours to allow the civil status to be updated and the death certificate issued
- Inform the bank of the death to allow the freezing of bank accounts
- Prepare funerals (burial or cremation)
I can ask that the mention "Victim of terrorism" be recorded on my relative's death certificate.
I can also ask that the national medal for the recognition of victims of terrorism be attributed to him.
Prepare the declaration of succession
If I'm a heir of my loved one who died in a terrorist attack, i must to lodge the declaration of succession within 6 months of death.
As the heir to someone killed in a terrorist act, I am exempt from inheritance tax and donation rights.
