From 1er January 2025, the Pay Parking Litigation Commission (PSAB) will be renamed the "Pay Parking Court".
That's what the decree no. 2024-733 of july 5, 2024.
Until then, the information on this card remains valid.
In which situations should post-parking (PSP) be paid? What is the amount of the SPF and the time to pay? Is the amount increased in case of late payment? How do I challenge? Here are the main rules to know about the SPF.
The post-parking fee (FPS) applies in a area where parking is charged.
It concerns the 2 situations following:
- You park your vehicle without paying the parking fee
- You are exceeding the time for which you paid the royalty.
However, you do not have to pay the SPF: titleContent in the 2 situations following:
- You have paid your parking fee and provide proof
- You are allowed to park for free. For example, you have a mobility card inclusion marked parking for disabled people or a valid parking card for disabled people.

Different rules apply in the case of dangerous or inconvenient parking.
The parking pass (FPS) is notified by a notice of payment.
According to the communities, a ticket (butterflycarte grise ) is placed on the windshield of the vehicle and/or a notice of payment is sent to the holder of the registration certificate (certificate of registration).
Please note
The address on the vehicle registration certificate duty be up to date. In case of change of address, the update must be made within the 1 month period. If not, you will not receive an FPS sent by mail and you may have an FPS increased.
The amount of the post-parking fee (PSP) depends on whether you have not paid for the parking or if you have exceeded the time paid.

You parked your vehicle without paying the parking fee
You must pay the amount of the SPF: titleContent fixed by the municipality.
You have exceeded the time for which you paid the royalty
The SPF: titleContent shall be reduced by the amount already paid.
However, the following 2 conditions must be met:
- The proof of the amount already paid must be placed in front of the vehicle or must have been sent by dematerialized means
- The parked vehicle must not have exceeded the maximum authorized parking time in the area concerned
To know the amount of the SPF: titleContent in your municipality, consult its website or contact it.
Who shall I contact
You must pay the parking pass (FPS) in a three-month period.
The period shall run from notification the payment notice.
The deadline for payment shall be indicated on the payment notice.
In some municipalities, if you pay quickly, the amount of the post-parking fee (FPS) is underrated.
For example, if you pay within 5 days.
View the ticket (butterfly) on the windshield of your vehicle and/or the payment notice received by post (on the back of 1er sheet).
If you do not pay the post-parking package (FPS) within 3 months, the amount is increased.
The three-month period shall run from notification the payment notice.
One enforceable title is issued and you receive a warning inviting you to pay the SPF and surcharge.
Amount of the SPF increased
The amount of the increase shall be fixed at 20 % of the amount of SPF: titleContent outstanding balance due, but not less than €50.
Deadline for Paying the WSP and Surcharge
You must pay the SPF: titleContent unpaid and gross-up in a 1-month period from the time the warning is sent to receive a 20 % reduction of the increase.
If you do not meet this deadline, the public accountant can take action in overlay. You risk prosecution on your property, bank accounts, wages, vehicles...
If you have difficulty paying the increased parking pass, you can request a delay in payment or a gracious delivery.
Contact the treasury whose details are specified on the warning.
Practical information for paying the parking pass (FPS) is given on the notice of payment.
If the SPF: titleContent is sent by theANTAI: titleContent, you can use one of the following payment methods:

A proof of payment will be provided.
By mail (check)
You can pay the SPF: titleContent by check, denominated in euros to the public treasury.
Attach the payment card (the card is on 2e notice of payment sheet).
Send the check and payment card to the address indicated on the payment notice.
To a public finance center
You can pay the SPF: titleContent at the counter of a public finance center.
You need the payment card (the card is on 2e notice of payment sheet).
You can pay by credit card.
Who shall I contact
The process is carried out in 2 steps :
- Compulsory prior administrative appeal (Rapo)
- In case of refusal or failure to reply to your Rapo within 1 month, referral to the Commission du contentieux du parking payant (CCSP)

Step 1: Compulsory prior administrative appeal (Rapo)
Submission of the appeal
You have 1 month to send your compulsory prior administrative appeal (Rapo).
The period shall run from notification post-parking package (FPS).
Consult the FPS payment notice to know where to send your Rapo (municipality, mixed union...) and how (registered letter with AR: titleContent or by electronic means).
Attach the following documents to your appeal:
- Copy of disputed payment notice
- Carte grise Copy of the Certificate of Registration (C of R) of the vehicle
- If necessary, copies of the vehicle transfer declaration and the registration of your vehicle. application for a registration certificate
- Statement of facts and evidence justifying the appeal. For example, a copy of the parking ticket, a copy of a resident subscription, a copy of a mobility card included, photos, filing a complaint.
Response to your appeal
If your appeal is accepted, the payment notice is canceled. You will receive a letter informing you of the decision or, if necessary, a notice of payment of the amount remaining to be paid.
If your appeal is refused in whole or in part, or if there is no response within 1 month from the date of receipt of your appeal, you may refer the matter to the CPSC.
Warning
The Report does not interrupt the payment period for the SPF. After 3 months, the absence of payment entails an increase.
2nd step: in case of refusal or absence of response, referral to the CPSC
If your Rapo is refused in whole or in part, or if there is no response within 1 month from the date of receipt of your appeal, you can apply to the CPSC.
The CPSC is seized by request.
You have a period of 1 month to enter the CPSC (2 months if you are domiciled in overseas).
The period shall run from notification of the negative decision (in the absence of a reply, seeAR: titleContent of your Rapo to find out how and when to appeal).
You may be represented before the CPSC by a lawyer or a lawyer in the Council of State and the Court of Cassation.
You can file a complaint with the CPSC online or by mail (a request submitted by a lawyer must be filed online).

If you dispute more than one SPF: titleContent, you must send a case by disputed FPS. Otherwise, the CPSC only takes into account the 1er FPS challenged.
If you wish to challenge an increased FPS, you must directly file a complaint with the Pay Parking Litigation Commission (PSAB).
The CPSC is seized by request.
For your request to be considered, you must enter the CPSC within 1 month of the notification of the warning (2 months if you are domiciled in overseas).
You may be represented before the CPSC by a lawyer or a lawyer in the Council of State and the Court of Cassation.
