What is the purpose of the Terrorist Offenders Index (Fijait)? A person registered in the Fijait: titleContent does she have any obligations? Can we request the rectification or erasure of the recorded information? We tell you the rules to know about Fijait.
There are different rules depending on who is registered in theFijait: titleContent is major or a between 13 and 17 years.
Major
The Fijait: titleContent is used to prevent renewal acts of terrorism and to facilitate the identification of the authors of such infringements.
This bank lists the persons convicted or accused of these offenses.
Registration is notified orally or by post RAR: titleContent to your last declared address.
One document concerning the obligations to be fulfilled is delivered to you or sent against receipt.
If you are a protected major, your legal representative is informed.
The following information shall be recorded:
- Identity of the person : surname, forename, sex, date and place of birth, nationality, parentage, successive addresses...
- Nature and date of the decision to register : court, nature of the offense, date and place of the facts, sentence handed down...
- Miscellaneous Information : dates of justification of address, periodicity of the obligation to justify the address
A person registered in the Fijait: titleContent for a material offense of terrorism must comply with regular obligations of statement of domicile and travel abroad.
Obligations to be fulfilled
You reside in France
You must meet the following obligations:
- Specify a 1re time your address in the 15 days following the notification of your registration with the Fijait: titleContent. You need proof of residence of less than 3 months.
- Indicate your address every 3 months
- Declare all change of address in the 15 days of this change
- Declare all travel abroad at least 15 days before departure
You must make these representations to the police station or the gendarme of your domicile.
You must travel in person.
Please note
Failure to comply with these obligations may result in a maximum of 2 years of prison and €30,000 of fine.
You reside abroad
You must meet the following obligations:
- Indicate one 1re times your skill in the 15 days following the notification of your registration with the Fijait: titleContent. You need proof of residence of less than 3 months.
- Indicate your address every 3 months
- Declare all change of address in the 15 days of this change
- Declare all travel to France at least 15 days before departure
If you are French, you must make these inquiries to the consulate of France or the consular section of the French Embassy nearest to your home. You have to travel in person.
If you are a foreigner, you must send the supporting documents by letter RAR: titleContent with the file management service.
Who shall I contact

A person registered in the Terrorist Offenders Register (Fijait) must regularly inform of his address. If she resides abroad, it must do so by sending a registered letter with acknowledgement of receipt to the management department of Fijait, in Nantes.

However, if you are in prison, the delay starts to run from your release from prison.
If you are imprisoned again during the period, your obligations are suspended. However, the deadline is still running.

The following people can visit the Fijait: titleContent more or less extensively :
- Judicial authority
- Judicial Police Officer (OPJ) in the context of an investigation for an offense leading to registration in Fijait or a violation of Fijait’s obligations
- Prefect and authorized agent of certain administrations for recruitment to certain posts
- Regulated officer of a prison registry for the follow-up of the obligations of a person on file
- Regulated intelligence agent for the prevention of terrorism
- Authorized agent of the Ministry of Foreign Affairs for the follow-up of the obligations of a data subject
The file can be viewed during the term of the obligations of the person on file.
However, the service managing the file, the judicial authority, the OPJs and authorized agents of the intelligence services may consult the Fijait throughout the data retention period.

The information is retained 20 years.
This period shall run from notification of the decision to enter the Fijait: titleContent.
However, if you are in prison, the delay starts to run from your release from prison.
The information shall be withdrawn earlier from Fijait in the following cases:
- Death
- Decision of non-suit, relaxation or acquittal
- Decision of the public prosecutor or the judge to erase your data
Enrollment in Fijait for Provocation or Advocacy of Terrorist Acts
The information is retained 5 years if your registration with the Fijait: titleContent results from a offense of incitement or apology for terrorist acts.
This period shall run from notification the decision to register in Fijait.
However, if you are in prison, the delay starts to run from your release from prison.
The information shall be withdrawn earlier from Fijait in the following cases:
- Death
- Decision of non-suit, relaxation or acquittal
- Decision of the public prosecutor or the judge to erase your data
Subscription to Fijait for IST Violation
The information is retained 5 years if your registration with the Fijait: titleContent results from a violation of a travel ban (IST).
This period shall run from notification the decision to register in Fijait.
However, if you are in prison, the delay starts to run from your release from prison.
The information shall be withdrawn earlier from Fijait in the following cases:
- Death
- Decision of non-suit, relaxation or acquittal
- Decision of the public prosecutor or the judge to erase your data
Registration in Fijait for breach of administrative control
The information is retained 5 years if your registration with the Fijait: titleContent results from a breach of the rules relating to administrative control following a return to France.
This period shall run from notification the decision to register in Fijait.
However, if you are in prison, the delay starts to run from your release from prison.
The information shall be withdrawn earlier from Fijait in the following cases:
- Death
- Decision of non-suit, relaxation or acquittal
- Decision of the public prosecutor or the judge to erase your data
You must contact the public prosecutor from your home.
You have to prove your identity.
The information shall be communicated to you orally. No written documents are provided.

The index identifies persons 13 years of age or older who have been convicted or charged for these offenses.

Your legal representatives or the person to whom your custody has been entrusted shall be informed.
The following information shall be recorded:
- Identity of the person : surname, forename, sex, date and place of birth, nationality, parentage, successive addresses...

A minor enrolled in the Fijait: titleContent for a material offense of terrorism must comply with regular obligations of statement of domicile and travel abroad.
