Prime "Helpful renovation of collective residential building"

You're a joint owners' union or a social lender meet certain criteria and would like to carry out major energy renovations in your building? You can benefit from the bonus Comprehensive renovation of a multi-unit residential building (bar-TH-177 card). We are taking stock of the regulations.
Backgrounder Kick-start Comprehensive renovation of a collective residential building (bar-TH-177 card) replaces a kick-start efficient renovation of a collective residential building (bar-TH-145 sheet).
The new provisions of the BAR-TH-177 form apply to operations undertaken since 1er november 2024.
However, the BAR-TH-177 card applies only from 1er march 2025 to:
- Condominiums whose co-owners' union voted before 1er january 2025 work covered by the BAR-TH-145 fiche
- Other buildings for which a request for building permit (or a preliminary declaration of works) was filed before 1er november 2024 concerning work covered by the BAR-TH-145 fiche.

Warning
In order to benefit from the premium, the works must imperative be committed (signed quote) until 31 december 2025 and completed by December 31, 2027.
The premium is intended for:
- To collective buildings which house at least 3 separate tax shelters, housed in different apartments of the building
- To joint ownership. It's the joint owners' union who requests it through the condominium trustee. The building must have at least 75% the main lots or 75% one-hundredths dedicated to the main dwelling of their occupants. This minimum threshold shall be reduced to 65% if the condominium consists of a maximum of 20 housing lots.
The premium shall not apply in overseas.
The work must meet the criteria of the bar-TH-177 card.
The works must make it possible to achieve a minimum overall energy performance satisfying the 2 criteria following:
- Annual conventional consumption of primary energy after work, in relation to the reference surface of the dwellings, less than 331 kWh/m² year for heating, cooling, domestic hot water production, lighting, heating, cooling, domestic hot water and ventilation auxiliaries
- Energy gain of at least 35% compared with the annual conventional primary energy consumption before work for the same uses.
If changes of heating equipment are planned and connection to a heat network is possible, this connection is compulsory in order to benefit from the premium. If the work involves a change of heating, priority is given to connecting to a heat network.
Warning
Changes in heating equipment or domestic hot water production (not connected to a heat network) should not drive to:
- Installation of boilers using coal or fuel oil
- The installation of a heating system or domestic hot water system including the installation of at least one gas boiler, the coverage ratio of which (defined as the ratio of the amount of heat supplied by all gas boilers in the system to the annual heat requirements for uses covered by the system) is greater than 30%
- Increased greenhouse gas emissions.

The companies who signed the charter A boost Performing renovation of a collective residential building must propose a full support for the execution of the work. In particular, they must offer project management assistance (choice of technical options, selection of professionals carrying out the work, etc.). The obligations to intervene proposed by the companies are mentioned in the charter.
Before the undertaking of the works, obligatory to carry out a energy audit.
This audit makes it possible to know the energy and thermal characteristics of the building.
It also defines the work to be done to improve the energy performance of the building and quantifies the corresponding energy consumption before and after the work.

The company carrying out the energy audit may not subcontract all or part of that audit. She must physically move to the site of the operation to ensure the visit of the building.
To apply for the bonus, the social lessor or trustee must follow the following steps:
- Define Project overall renovation of the building (prior completion of the energy audit, definition of works and quantification of the corresponding energy consumption before and after works)
- Choose a company signing the charter (or one of its partners). It is mainly the energy suppliers who offer this offer.
- Accept the offer of the signatory company the charter (or one of its partners) before signing the work estimate. Such an offer must include a document describing the proposal.
- Sign Quote the work proposed by the professional or professionals. The date the quote was signed (or 1er (if there is more than one) shall be submitted after the proposal of the signatory of the charter accepted by the applicant.
- Get the work done by a professional recognized environmental guarantor (EGR). Attention, the proof(s) of completion (e.g. invoice) must mention the list of the works carried out with their performance levels in compliance with the requirements specified in the Backgrounder Comprehensive renovation of a collective residential building of the Ministry responsible for the ecological transition.
- Update energy audit on the basis of the work actually carried out, where the work carried out differs from the work recommended
- Return documents (proof of completion of the work, energy audit, qualification of professionals, ...) to the signatory of the charter. Where the applicant is a social landlord, the latter must also transmit the tax certificates of at least 3 separate tax shelters attached to separate dwellings and the certificates of building permits or prior declaration of works deposited corresponding to the additional areas made habitable by a new interior layout of the existing building (development of cellars, attics or any other space...) or by a new extension.

If the property is co-owned, the trustee must put the vote of the joint owner on the agenda of the general meeting of the joint owners completion of renovation work and the question of whether or not to retain the provision of project management assistance proposed by the signatory company. The decision on the execution of the works and the decision on whether or not to retain the provision of project management assistance must be voted at the general meeting of the co-owners at the absolute majority.
The absolute majority (said majority of article 25 of law no. 65-557 of july 10, 1965) corresponds to the majority of the votes of all the co-owners of the building (present, represented and absent).
If the decision has received at least of the votes, it may be the subject of a 2nd simple majority vote on article 24 (majority of votes of co-owners present, represented or voting by mail).
The decision on the execution of the works and the acceptance or otherwise of the provision of the project management assistance must be transmitted to the signatory of the charter that must archive them.
Warning
It is strongly recommended to respect the following:
- Sign and date the quotation in handwriting
- Verify that the premium relates exclusively to works and that the estimate clearly specifies their nature (marks, references, performance ...). If it's personalized advice, for example, it won't be eligible for a bonus.
- If the work is performed by a subcontractor, verify that the quote includes the name of the subcontractor and that the work will be performed by the subcontractor
- Verify that the quote does not include a down payment the date of payment of which would be before the signature of the contract with the signatory company (this statement is false and prohibited).
The settled renewable system may include a fossil supplement.
The living area taken into account for the calculation of the premium (expressed in m²) is the living area of the building after renovation.
The premium shall be paid as follows:
- Either by bank transfer
- Either by check
- Be deducted from the invoice
- Or in another form (e.g. vouchers) agreed with the person with whom the contract of supply was signed.
