If you are a French government scholar or ward of the nation, you are exempt from registration fees.

You have a conditional scholarship notification
If you perceive scholarship on social criteria or a annual specific allowanceHowever, you can apply for a CVEC exemption.
You must obtain a certificate of acquittal from the CVEC before enrolling at your institution of higher education.

If you are exempt and have a conditional grant notification, the site MyServices.student.gouv.fr automatically recognizes your exemption. You immediately download your certificate of acquittal.
You must present the certificate to your institution of higher education at the time of registration.
If the registration process at your institution is done online, you will be asked to provide the attestation number.
If your registration process is physical, you must present your certificate (on smartphone or in print, depending on the establishment) at the time of registration.
If you drop out after paying the CVEC or if you drop out of school during the year, you will not be able to get a refund of this contribution.

You must pay the CVEC after you have created your account MyServices.student.gouv.fr. Then apply for a refund.
Depending on the payment method, you can download the certificate immediately (online payment) or after 2 days (cash payment). You will then need to provide the attestation to get a refund.
