Housing Information Booklet (CIL)

What is the purpose of the Housing Information Book (CIL)? The CIL aims to centralize useful information on housing characteristics and past work to facilitate and support energy performance improvement work. It concerns new and old collective and individual dwellings. We are taking stock of the regulations.

New dwelling

The CIL must be established during the construction of a dwelling.

The CIL is required in the case of the construction of collective or individual dwellings and their annexes (for example, dependency) for which a building permit or a prior declaration has been filed since 1er january 2023.

CIL also applies to dwellings for households, caretakers' dwellings, service rooms, executive dwellings or dwellings included in a commercial lease and furnished premises for rent.

The CIL shall be drawn up and updated by the owner of the new dwelling on the basis of information supplied by the trader who constructed the dwelling at the latest on receipt of the construction work. The CIL must be created in a paper or digital format, of your choice.

However, when the owner is not the contracting authority of the construction (for example, in case of sale in the future state of completion-Véfa), the information is transmitted to it by the owner of the building at the latest on delivery of the dwelling and in a digital format (e.g. PDF document, USB stick).

If the owner so requests, this information shall be transmitted in another format.

The CIL shall contain the following elements:

  • Plans surface and sections housing.
  • Network plans, diagrams and descriptions of water, electricity, gas and ventilation of the dwelling, indicating for each dwelling whether it corresponds to the design or the execution.
  • List and characteristics of materials used during construction for the thermal insulation of the roof, walls facing the exterior, glazed walls and doors facing the exterior, low floors, when these materials have a direct impact on the energy performance of the housing.
    The CIL must then describe the nature of the insulating material (make and reference), its thermal characteristics (thermal resistance, thermal conductivity, thickness), insulating surface and, possibly, the interface treatment solutions used to ensure the continuity of the insulation and of the airtightness.
  • Equipment operation, maintenance and servicing records heating or cooling systems, including the economic and efficient ventilation systems which may be associated with them, or the production of domestic hot water, where such equipment has a direct impact on the energy performance of the dwelling. The CIL must then describe the nature of the equipment (make, model, energy, evacuation method, serial number, power), the energy labeling, and in the case of connection to a heat or cold network, the delivery station which constitutes the exchanger between the heat or cold network and the housing.
  • Operating, maintenance and servicing instructions for equipment heating or domestic hot water using a renewable energy source where such equipment has a direct impact on the energy performance of the dwelling. The CIL must then describe the nature of the equipment (make, model, energy, evacuation method, serial number, power), the energy labeling, and, in the case of connection to a heat or cold network, the delivery station which constitutes the exchanger between the heat or cold network and the housing.
  • Documents to certify the energy performance of the dwelling and know how to improve it when they have been carried out. The documents must be:
    • Energy Performance Diagnostic (EDP)
    • Document produced by the contracting authority which attests to the fact that the thermal and environmental regulations have been taken into account, where a document is required
    • Certificates for the issue of labels or certifications highlighting the energy performance qualities of the dwelling, where the dwelling has been subject to them
    • Energy audit of housing.

    Documents attesting to the carrying out of maintenance operations to maintain the energy performance of heating systems may also be attached to CIL. For example: a document certifying the maintenance of the boiler.

Yes, in the case of a sale of the dwelling, the owner must hand over the CIL, as it is at the time of the sale, to the purchaser at the latest when signing the authentic instrument sales.

The purchaser must then certify that the CIL has been delivered to him. This certificate must be in the authentic instrument.

Renovation (existing housing)

The CIL must be established when carrying out renovation work on an existing dwelling that has a significant impact on its energy performance.

This work falls into the following categories:

  • Thermal insulation of roofs. This is all the work that implements a method of thermal insulation of the attic or the roof (including lost attic, creeping roof, or terrace roof). For accommodation in overseas departments and regions (Drom)However, this work also includes the installation of a ventilated overroof or a solar protection system for the roof.
  • Thermal insulation of the exterior facing walls. This is all the work that implements a method of thermal insulation on walls with a facade or pinion, or on walls separating a heated zone from an unheated zone. For the dwellings located in the Drom, this work also includes the installation of opaque wall protections against solar radiation.
  • Thermal insulation of glass walls and doors facing the exterior. These are the thermal insulation work associated with the installation of a complete window or French window with insulating glazing and the thermal insulation work associated with the replacement of glazing on an existing window or French window. For the dwellings located in Drom, this work also includes the installation of bay protection (fixed or mobile), against solar radiation.
  • Insulation of low floors. This is all the work that implements a method of thermal insulation of low floors on a building, sanitary vacuum or unheated basement.
  • Installation, regulation or replacement of heating or cooling systems, in association with them, including the economic and high-performance ventilation systems which may be associated with them, or the production of domestic hot water. This includes all heating, cooling and domestic hot water production equipment and equipment for connection to a heat or cold network. This work also covers heat emitters, the distribution network and control systems.
  • Installation of heating or domestic hot water equipment using a renewable energy source.

CIL is required for work on an existing dwelling (and its annexes, e.g. dependency) subject to a city planning permit (building permit or preliminary declaration of works) filed since 1er january 2023.

However, where no city planning authorization is required, the CIL must be drawn up for work on collective or individual dwellings for which an accepted estimate is given since 1er january 2023. In the absence of an estimate, the CIL must be established for work that started on that date.

CIL also covers residential homes, caretakers' homes, service rooms, executive or commercial leased accommodation and furnished premises for rent.

The CIL is established by the owner of the dwelling on the basis of information provided by the professional who carried out the renovation work on the dwelling. However, when the owner is not the contracting authority of the works, the information is transmitted by the owner of the work.

if the trader has not provided the information, the information may be provided by the National Housing Agency (Anah) if assistance or support has been granted to carry out the work.

The information must be transmitted to the owner of the dwelling at the latest on receipt of the work in a digital format (e.g. PDF document, USB stick).

If the owner so requests, this information shall be transmitted in another format.

  • Equipment operation, maintenance and servicing records heating or cooling systems, including any economic and efficient ventilation systems associated with them, or the production of domestic hot water settled during the works, where such equipment has a direct impact on the energy performance of the dwelling. The CIL must then describe the nature of the equipment (make, model, energy, evacuation method, serial number, power), the energy labeling, and in the case of connection to a heat or cold network, the delivery station which constitutes the exchanger between the heat or cold network and the housing.
  • Operating, maintenance and servicing instructions for equipment heating or domestic hot water using a renewable energy source where such equipment has a direct impact on the energy performance of the dwelling. The CIL must then describe the nature of the equipment (make, model, energy, evacuation method, serial number, power), the energy labeling, and, in the case of connection to a heat or cold network, the delivery station which constitutes the exchanger between the heat or cold network and the housing.
  • Documents to certify the energy performance of the dwelling and know how to improve it where they have been made: These must be the following documents:
    • Energy Performance Diagnostic (EDP)
    • Document produced by the contracting authority which attests to the fact that the thermal and environmental regulations have been taken into account, where a document is required
    • Certificates for the issue of labels or certifications highlighting the energy performance qualities of the dwelling, where the dwelling has been subject to them
    • Energy audit of housing.

    Documents attesting to the performance of maintenance operations to maintain the energy performance of heating systems may also be attached to the CIL (e.g. a document attesting to the maintenance of the boiler).
