Supplementary health and welfare in the hospital public service

If you work in the hospital civil service, you can enjoy, from 1er january 2026, a contribution from your employer institution to your contributions to a supplementary health and welfare benefit. We present the information we have so far on this regulation.
One health complementary, commonly referred to as mutual, is intended to to supplement the social security cover for medical expenses in the event of sickness, accident or maternity.
From 1er January 2026, you will benefit from a contribution from your employer institution to your contributions to a supplementary health (mutual).
You can benefit from this partial support that you are official or contract.
The amount of the participation of your employer institution cannot be less than 50% of the contribution to benefit the minimum the following guarantees:
- Entire user fee on consultations, documents and benefits reimbursable by the Health Insurance. However, there may be exceptions.
- Entire daily hospital fee in case of hospitalization
- Dental expenses (prostheses and orthodontics) up to 125% of the conventional tariff
- Optics costs on a flat-rate basis per 2-year period (annually for children or in the event of changes in vision) with a minimum of care fixed at €100 for a simple correction, €150 (or €200) for a complex correction.
The mutual may be a mutual to which you have individually subscribed. In this case, your employer institution will specify which supplementary health organizations are entitled to partial reimbursement of your contributions.
A collective agreement may also provide for the subscription by your employer institution of a collective contract. This collective agreement may provide for your compulsory subscription to all or part of the guarantees that this collective agreement contains.
One supplementary provident is intended to to supplement the remuneration paid, by the administration, during sick leave or in case of disability. It may also provide for supplementary benefits, to those provided for by law or decree, in the event of the death of a public official for the benefit of his rights holders.
From 1er January 2026, your employer institution may also partially cover contributions to a supplementary pension.
The insurance contract may be an organization to which you have individually subscribed. In this case, your employer institution will specify which organizations are entitled to partial payment of your contributions.
