You can apply to work part-time by personal choice.

Permission to work part-time is granted if the service requirements and the possibilities for organizing work allow this.

In case of refusal, the administration must call you for a prior interview and give reasons for its decision.

How is part-time work organized and granted for personal reasons?

The conditions for organizing part-time work vary depending on whether you are a member of the National Education Department or a member of another ministerial department (general case).

General case

You can ask to work part-time at 50%60%70%, 80% or 90% full-time.

Please note

If you are an accountant, you can request part-time work only at 80% or 90% full-time.

Depending on the possibilities for organizing work in your department, part-time work may be organized under the following conditions:

  • In a frame daily : your working hours are reduced every day
  • In a frame weekly : your number of days worked per week is reduced
  • Within the framework of work cycle : your number of hours worked per cycle is reduced over a single day or over several days
  • In a frame annual : the service is organized on calendar year. The authorization to work part-time shall indicate the alternation of periods worked and not worked and the distribution of working hours within the periods worked.

You must submit your part-time application in writing specifying the date from which you want to work part-time and the length of time you want to work part-time.

The authorization for part-time work shall be granted for a period of between 6 months and 1 year, renewable, for the same period, by tacit renewal up to 3 years.

When it is organized within the annual framework, part-time shall be granted for 1 year, renewable twice by tacit renewal.

No text sets the time limit within which the 1re application and then renewal applications must be submitted in advance.

The application generally has to be made 2 months in advance. Inquire with your human resources department.

Your administration may have established an application form.

Where part-time work is granted on a daily or weekly basis or as part of the work cycle, you can request to change your part-time working conditions before the end of the current period (change of shift, part-time day).

You have to ask for it at least 2 months before the desired modification date.

In the case of annualized part-time, the work organization may be exceptionally modified :

  • At your request for serious reasons which make you unable to perform your duties under the conditions initially laid down
  • Or at the request of your administration, if operational requirements justify it and after consulting you.

The request for a change in the organization of work must be submitted at least 1 month in advance, whether at your request or at the request of your administration.

If you have a dispute about your part-time working conditions, you can enter the HEADINGHEADING : Joint Administrative Commission.

National Education Officer

If you are a teaching staff, educational and documentation staff or guidance staff, you cannot be given permission to work part-time only for one school year.

This authorization is renewable, for the same period, by tacit renewal within the limit of 3 school years.

The 1re part-time period then renewals start at 1er September.

You must present your 1re request and then your renewal requests before the 31st of march preceding the opening of the school year.

If you are teacher at a school on the 1er degree, you can ask to work part-time at condition that:

  • Your weekly working time, organized in a monthly framework, is equal to half the duration of the service obligations defined for your body
  • Or your weekly working time is reduced by 2 half-days compared to full-time service.

You can also work with 80% within an annual framework if the organization of the service so permits. The authorization to work part-time shall indicate the alternation of periods worked and not worked and the distribution of working hours within the periods worked.

If you exercise in a establishment of the second degree, your part-time service is adjusted to obtain an entire number of hours per week corresponding to your part-time work.

Your work quota cannot be less than 50% and greater than 90%.

The duration of your part-time service may be completed on an annual basis if the service requirements allow it. The authorization to work part-time shall indicate the alternation of periods worked and not worked and the distribution of working hours within the periods worked.

In the case of annualized part-time, the work organization may be exceptionally modified :

  • At your request for serious reasons which make you unable to perform your duties under the conditions initially laid down
  • Or at the request of your administration, if operational requirements justify it and after consulting you.

How is the part-time official paid?

Your gross pay is reduced in proportion to your working hours.

The following discount applies to your index treatment and your bonuses and allowances.

It shall also apply to the residence allowance, at family treatment supplement - SFT and to the new index enhancement (NBI) if you receive these compensation elements.

If you are a National Education Officer under a service obligation scheme and if your part-time work is between 80% and 90%, the percentage of remuneration paid to you is calculated as follows:

(Part-time quota x 4/7) + 40.

A percentage is retained with a decimal point.

In the case of annualized part-time work, your gross monthly earnings are equal to 12e your gross annual remuneration, regardless of the distribution of periods worked and periods not worked.

Your commuting costs are covered under the same conditions as for a full-time staff member if your part-time working time is at least half the legal or statutory working time.

You can work overtime when you're part-time.

However, the monthly number of overtime hours you can work is limited to 25 hours multiplied by your working time, such as 20 hours if you work 80% (25 hours x 80%).

You do not benefit from the surcharges hourly allowances for additional work (IHTS) in case of overtime at night, on Sundays or on public holidays.

Yes, during sick leave, you are no longer paid full salary, your remuneration is calculated on the basis of your part-time remuneration.

What are the effects of part-time work on the official's administrative situation?

Career and training

Part-time working periods shall be treated as periods of full-time work for advancement in step and grade , the internal promotion and training rights.

Duration of the course

If you are a probationary official and complete your internship in whole or part-time, the duration of your internship is increased in such a way as to be of a duration equivalent to that of a full-time official.

For example, if you complete your entire internship at 80%, your internship is extended by 73 days (365 days x 20%).

Leave

You are entitled to same leave a full-time employee, including:

Permission to work part-time is suspended during maternity, adoption or paternity leave.

It shall also be suspended during training in which vocational education which is incompatible with part-time work is provided. As a result, you are reinstated full-time for the duration of your leave or training.

Retirement

Part-time periods are counted as full-time periods when calculating your number of pension insurance quarters.

On the other hand, they are taken into account for their actual duration for the calculation of the amount of your retirement pension (5 years at 80% count for example for 5 years for the calculation of the duration of insurance but only for 4 years for the calculation of the pension).

However, you can overpay i.e. continue to contribute to the basic pension on the basis of your full-time index salary.

The overcontribution can provide a maximum of 4 additional quarters for pension calculation.

How is the official readmitted full-time?

At the end of a period of part-time work, you are automatically re-admitted full-time to your job or, if this is not possible, to another job in accordance with your status.

You can apply for full-time reinstatement before the end of the current part-time period. You have to make your request at least 2 months before the desired date.

However, in the case of serious grounds, including a substantial reduction in your household income or a change in your family situation, full-time reintegration can take place without delay.

You may be authorized to work at part-time for therapeutic reasons if you are in any of the following situations:

  • Part-time work allows you to maintain or return to work and is recognized as having the potential to improve your health
  • Part-time work allows you to benefit from rehabilitation or vocational rehabilitation to find a job compatible with your health.

You may be allowed to work part-time, if you are employed in a full-time employment, for create or resume a company and to engage in paid private activity in the context of that company.
