Vocational assessment in the territorial civil service

You are a territorial agent and you want to know how your annual assessment is going? We present the applicable rules. They vary depending on whether you are a public servant or a contract worker.
Official
If you are a full-time civil servant, your professional standing is assessed annually in a debriefing interview.
Job interview is a moment of exchange between you and your direct line manager on the balance sheet for the past year and objectives for the following year.
The interview focuses on the following:
- Professional results you have achieved in relation to the objectives assigned and the conditions of organization and operation of your service
- Objectives for the coming year and prospects for improving your professional results, taking into account, possibly, the foreseeable changes in the organization and operation of your service
- How to serve
- Acquired from your professional experience
- Managerial capabilities, if applicable
- Training needs, taking into account in particular your missions, the skills you need to acquire and your professional project and the completion of the mandatory training
- Prospects for professional development
During the interview, your direct line manager verifies that you know the rules for using the personal training account and the conditions under which you can view your rights. If it does not, it informs you.
During the interview, you are invited to make your observations and proposals on the evolution of your position and the operation of the service.
Your prospects for advancement to the higher grade may also be the subject of a special additional assessment.
This is the case if you have reached the last step in your grade for at least 3 years on 31 December of the year in which the promotion table was drawn up and if you have not reached that grade by advancement in grade, internal competition or promotion.
The criteria for assessing your professional value depend on the nature of the tasks entrusted to you and your level of responsibility.
These criteria, which shall be determined after obtaining the opinion of the Social Committee, shall cover in particular the following points:
- Professional results you have achieved and achievement of objectives
- Professional and technical skills
- Relationship Qualities
- Ability to provide guidance or expertise or, where appropriate, to perform functions at a higher level
The professional interview is conducted by your direct supervisor.
You are informed of the date of the interview at least 8 days in advance.
The summons is accompanied by your job card and a copy of the maintenance card used as the basis for the report.
The supervisor shall report on the interview.
Within 15 days after interview, this report is notified. You can comment on the conduct of the interview or on the various topics covered.
You sign it to certify that you have read it and send it back to your supervisor.
The report shall then be endorsed by the territorial authority, which may supplement it.
The report shall be communicated to you and kept in your individual file.
If your employing community is affiliated with a management center, a copy of the report shall be forwarded to the management center within a time frame consistent with the organization of the HEADING: titleContent.
You can request the revision of the interview report to the territorial authority within 15 free days according to its notification.
The territorial authority shall notify you of its reply within 15 days from the date of receipt of your request for review.
In case of an unfavorable response, you can enter the HEADING: titleContent within one month of notification of the reply of the territorial authority.
After having received the opinion of the CAP, the territorial authority sends you the final report of the interview and adds it to your file.
The maintenance report may also be the subject of a litigation before the Administrative Court.
The reports of professional interviews are part of the elements taken into account when preparing grade advancement tables and lists of suitability for internal promotion.
Contractual
You receive a professional interview every year if you are recruited by DTA: titleContent or CSD: titleContent more than 1 year on a permanent job (i.e. for a reason other than to cope with a temporary or seasonal increase in activity) or on a project contract.

- Objectives set for the coming year and prospects for improving its professional performance, taking into account, if necessary, foreseeable developments in the organization and operation of your service
- How to serve
- Acquired from your professional experience
- Managerial capacity where appropriate
- Training needs, especially considering your missions, the skills you need to acquire and your professional project
- Prospects for professional development (including preparation projects for competitions for admission to the civil service)
The criteria by which your professional value is assessed depend on the nature of your tasks and your level of responsibility.
These criteria, which shall be determined after obtaining the opinion of the Social Committee, shall cover in particular the following points:
- Professional results you have achieved and achievement of objectives
- Professional and technical skills
- Relationship Qualities
- Managerial or expert capacity or, where appropriate, capacity to perform functions at a higher level
The professional interview is conducted by your supervisor.
You are informed of the date of the interview at least 8 days in advance.
The summons is accompanied by your job card and a copy of the job maintenance card used as the basis for the report.
Your supervisor will report on the interview.
Within 15 days of the interview, this report is sent to you notified. You can comment on the conduct of the interview or on the various topics covered.
You sign it to certify that you have read it and send it back to your supervisor.
The report is then endorsed by the territorial authority.
It is communicated to you and kept in your file.
The official may request the revision of the report of the professional interview from the territorial authority within 15 free days according to its notification.
The territorial authority has 15 clear days to respond from the date of receipt of the request for review.
In the event of an unfavorable response, the official may refer the CCP: titleContent within one month of notification of the reply of the territorial authority.
After obtaining the opinion of the committee, the territorial authority shall send the official the final report of the interview and add it to his file.
The maintenance report may also be the subject of a litigation before the Administrative Court.
The maintenance report is taken into account for the reassessment of your remuneration, which takes place at least every 3 years.
