Time Savings Account (TSA) in the State Public Service (EPF)

You are a public official and you have not taken all your days off or RTT as of December 31? The Time Savings Account (TSA) allows you to save unused days, within certain limits. We present you the information to remember depending on whether you are a public servant or a contractor.
Official
The conditions for opening a time savings account vary depending on whether you are a public servant or a trainee.

Holder
You can request the opening of a TEC if you fill in the following 2 conditions :
- Be continuously employed for at least 1 year
- Not be subject to an obligation to serve regime different from the general regime (35 hours per week) in the application of the special status of your body. This is the case, for example, if you are a teacher, a documentalist, etc.
Trainee
You cannot open of TEC.
If, before being appointed as a trainee, you had a TEC, as a permanent or contractual official, you keep your spare days but you cannot use them, or accumulate new ones, during your traineeship.
Upon tenure, you will be able to use the days saved on your CET again and save new ones.

Holder
You can request the opening of a TEC if you fill in the following 2 conditions :
- Be continuously employed for at least 1 year
- Not be subject to an obligation to serve regime different from the general regime (35 hours per week) in the application of the special status of your body. This is the case, for example, if you are a teacher, a documentalist, etc.
Trainee
You cannot open of TEC.
If, before being appointed as a trainee, you had a TEC, as a permanent or contractual official, you keep your spare days but you cannot use them, or accumulate new ones, during your traineeship.
Upon tenure, you will be able to use the days saved on your CET again and save new ones.
The TEC may be fed on the following days:
- Vacation days (including split days). However, you must take at least 20 days of leave per year
- Working hours reduction days (RTT)
- Days of rest granted as compensation for periodic penalty payments or overtime under conditions fixed within your administration by decree.
The TEC may comprise Maximum 60 days.
When your TEC has at least 15 days, you can save up to 10 days each year.
In 2020, due to the Covid-related health emergency, ceiling days saved on the TEC has been increased to 70 days. The days thus saved could be kept on the time savings account or used in subsequent years.
In 2024, due to the Olympic and Paralympic Games, the maximum number of days that can be saved on the TEC has been increased by 10 days.
Thus, if you had 60 days on your BOC at December 31, 2023, you are subject to a 70-day limit at the end of 2024.
If you had between 60 and 70 days on your BOC as of December 31, 2023 due to the increase in the cap in 2020, you are subject to a cap between 70 and 80 days maximum at the end of 2024.
Days saved beyond 60 days can be kept on the time savings account or used in subsequent years.
You are informed every year of the days saved and consumed.
The conditions of use of the days saved are different depending on whether your CET has a maximum of 15 days or more than 15 days.

Your CET is no longer than 15 days
If the number of days counted at year-end on your BOC is less than or equal to 15, you can either use these days as holidays, or leave them on your CET.
Saved days may be maintained on the TEC within the limit of the 60-day limit (or the derogating 70-80-day limit).
You can request to benefit from the days saved on your CET at the end of subsequent holidays :
- Maternity or adoption leave
- Paternity and childcare leave
- Caregiver leave
- Family solidarity leave.
Your employer administration cannot refuse it.
Your CET has more than 15 days
The spare days within 15 days may only be used as blends.
The days saved beyond 15 days may be compensated and/or converted to points of supplementary pension and/or maintained on the TEC up to a maximum of 10 days per year and up to a maximum of 60 days (or the derogating maximum of 70 to 80 days).
If you choose to stay on the CET, you will only be able to use these days as leave.
You can request that your days beyond 15 days be for 1re share compensated, for a 2e share converted into supplementary pension points and for a 3e share held on your CET according to the distribution you want.
You must make your choice before 1er February of the following year.
In the absence of any request, the days counted on your CET beyond 15 days are automatically converted into additional pension points.
You can apply for the days of leave saved on your CET at the end of the following holidays:
- Maternity or adoption leave
- Paternity and childcare leave
- Caregiver leave
- Family solidarity leave.
Your employer administration cannot refuse it.
Amount of compensation
If you ask for your days to be compensated, it is paid to you one allowance per day saved.
The amount of this compensation depends on your hierarchical category on the day of your claim.

The allowance shall also be subject to contribution to the RAFPRAFP : Additional retirement from the public service at the rate of 5% if, together with your other premiums and allowances, they exceed 20% of your raw index treatment.
The allowance is taxable on income.
Conversion to supplementary pension points
If you request that your days be converted into additional pension points, the number of pension points is calculated from the amount of compensation that is paid in the event of compensation.
The number of retirement points is as follows, depending on your hierarchical category:

Please note

If you leave definitely in the civil service (resignation, dismissal, retirement...), you must pay your CET before leaving. Otherwise the days are lost.
Contractual
You can request the opening of a TEC if you fill in all conditions following:
- Be continuously employed for at least 1 year
- Not be subject to an obligation to serve regime different from the general regime (35 hours per week). This is the case, for example, if you are a teacher, a documentalist, etc.
Please note
Employees in assisted contract and personnel engaged in the vacation cannot open from CET.
The TEC may be fed on the following days:
- Vacation days (including split days). However, you must take at least 20 days of leave per year
- Working hours reduction days (RTT)
- Days of rest granted as compensation for periodic penalty payments or overtime under conditions fixed within your administration by decree.
The TEC may comprise Maximum 60 days.
When your TEC has at least 15 days, you can save up to 10 days each year.
