What is a Ehpad: titleContent ? This is a medical facility (formerly retirement homes) where people, usually aged 60 or over, are accommodated and in need of care and assistance on a daily basis. These persons reside there on a part-time or full-time basis, either temporarily or permanently. Under certain conditions, they can obtain aid to pay the Enpad bill.

To be admitted to Ehpad: titleContent, the following conditions must be met:

  • Have at least 60 years
  • Have need for care and daily help for everyday activities (for example, getting up, eating meals).

Please note

An Éhpad may have a waiver that allows it to host people under 60. This exemption is granted by the administration of the department where Echpad is located.

One Ehpad: titleContent provides accommodation for older people on a full-time or part-time, permanent or temporary basis. It provides the elderly with medical and paramedical care adapted to their state of health. It provides assistance adapted to daily life. It also carries out prevention and health education activities.

Here is a list of the main differences between Ehpad:

  • Most Ehpads are generalist and can accommodate several Alzheimer's diseaseHowever, some epads specialize in the management of this disease
  • Some Éhpad are authorized to house people who are likely to receive social assistance for housing (ASH)
  • An Ehpad may have an exemption, granted by the departments of the department where it is located, to accommodate persons under 60 years of age
  • Some Éhpad offer optional benefits (e.g. hairdressing service).

Yvette is looking for an Éhpad for her husband Boris with Alzheimer's disease. In the establishment located near their home, Gladys welcomes them. During the visit, she explains to them how the days in the establishment are organized, how the treatments are organized and what activities are offered. Yvette and Boris discover that Éhpad has a PASA. The Activity and Adapted Care Center offers specific support for people with Alzheimer's disease. The PASA is led by professionals specifically trained to accompany these people. Yvette recognizes one of the participants in the FSEP workshop. It's Mr. Arnaud, their former neighbor. At the end of the visit, Gladys gives them the documents specifying the cost of accommodation, the optional services, as well as the various possible financial assistance. After discussing it together, Yvette and Boris will return to Gladys in a few moments.

An Ehpad provides at least the following services:

  • General administration (inventory, family liaison document, residence contract or individual care document)
  • Hotel reception (provision of a room, access to a bathroom including at least a sink, a shower and a toilet, access to television, telephone and internet, a device for lighting, heating, maintenance and cleaning of the premises...)
  • Catering (access to a catering service, daily provision of 3 meals, a snack and a night snack)
  • Laundry services (provision and maintenance of bed linen, table linen and toilet linen, marking and maintenance of personal linen)
  • Animation (group animation inside and outside the Éhpad).

Other services may also be offered (for example, hairdressing services).

An Ehpad shall have a multidisciplinary team of professionals comprising at least:

  • A coordinating physician
  • A nurse with a state diploma
  • Nursing aides
  • Medical and psychological help
  • Educational and social coaches
  • Psycho-educational staff.

By mail

The form must be addressed to the Éphpad of his choice, preferably by registered letter with notice of receipt.

This admission file is to be completed in one copy and photocopied according to the number of Ehpads chosen.

Application for admission to residential care for dependent elderly persons (Éhpad)

It is preferable to carry out several simultaneous admission requests in several Epads.

As soon as a place becomes available, the management contacts the elderly person in order to consider the possibility of admission. Admission is made by the head of the AHS after obtaining the opinion of the structure's coordinating physician.

The elderly person may refuse entry to the Éhpad if he has found another place elsewhere or if he has changed his mind.

The Éhpad and the elderly person (or with the person in charge of the legal protection measure) must conclude a residence contract (or an individual document) together, as soon as the duration of the accommodation can be longer than 2 months.

The residence contract must be signed :

  • In the case of an Éhpad qualifying for the ASH, the residence contract must be given to the elderly person, at the latest within 15 days of his admission. The contract must be signed within one month.
  • In the case of the other Éhpad, the residence contract must be signed before the elderly person can be admitted.

The contract must indicate in particular the following information:

  • Setting Support Objectives
  • Description of residence and reception conditions
  • Method of calculation, and financial contribution, for each benefit or package of benefits, including in the case of absence or hospitalization
  • Right of withdrawal
  • List of mandatory minimum services (accommodation and maintenance of premises, means of communication including Internet, catering, laundry including the provision of maintenance and renewal of laundry, medical surveillance, animations...)
  • Mention of annual changes in the price of services.

It varies according to the degree of dependence of the elderly person. The more dependent the older person is, the higher the amount.

There are 3 aids to the payment of the accommodation rate and the dependency rate of the Éhpad:

  • Custom Autonomy Allocation (Apa) used to pay part of the dependency tariff invoiced by Ehpad. This aid is granted to the elderly person whose loss of autonomy is classified in Gir 1, Gir 2, Gir 3 or Gir 4. A person classified as Gir 5 or Gir 6 is not eligible for the Apa.
  • Housing assistance (SLA or APL) which is used to pay part of the accommodation rate invoiced by Ehpad.
  • Social assistance for housing (ASH), which is paid to the elderly person when he is accommodated in certain Éhpad only.

Such aid may be cumulated.

An older person in Ahepad may also be given an energy check.

If it's taxable, it can get a tax reduction not exceeding €2,500.

An Éhpad may ask the elderly person's grocery companions (children, grandchildren, sons-in-law or daughters-in-law) to sign a joint and several guarantee. By means of this joint and several guarantee, they undertake to pay the accommodation costs of the elderly person, when the latter is no longer able to do so.

Where the elderly person is a beneficiary of ASH, the joint and several guarantee may cover only the part of the cost remaining to be borne by the elderly person.

The Éhpad may request the payment of a security deposit (sum of money). The amount shall not exceed monthly accommodation rate who remains at the expense of the person accommodated.

When the elderly person permanently leaves the Ehpad, the security deposit must be returned to him within 30 days of his date of exit. The amount returned may be reduced by any claim.

FYI  

The date of exit from the Éhpad corresponds to the date of the inventory, carried out in a contradictory manner, at the time of departure of the elderly person.

When an elderly person enters Ehpad, Ehpad:

  • Suggests that he designate a trusted personWell, if she hasn't already.
  • Fits with her (and her trusted person) or the person in charge of a legal protection measure, personalized support project. It is a care project and a life project defining the aspirations and choices of the elderly person in the short, medium and long term.
  • Hand him (or his trusted person) and to the person in charge of the legal protection measure, a welcome booklet. This welcome booklet contains, among other things, a charter of rights and freedoms of the person hosted, which must also be posted in the Éphpad. The welcome booklet also contains the operating regulations. This regulation defines the rights of the person hosted and the obligations and duties necessary to respect the rules of collective life in Ethiopia.

During the stay of the elderly personHowever, every day, the elderly person may receive any visitor of his choice, without having to inform Éhpad beforehand.

But the head of Echpad can oppose a visit:

  • Either because it constitutes a threat to public order in or around Egypt
  • Either because the coordinating physician or any other health care professional considers that this visit constitutes a threat to the health of the elderly person, other residents or persons working in the Éhpad.

When the older person is dyingHowever, it is not possible to deprive it of the daily visit of any person of its choice. When she cannot make a choice, she cannot be denied access to her family, acquaintances, or trusted contacts.

The Agency should establish the conditions to ensure such visits and to ensure that the necessary instructions are followed to protect the health of the elderly person, other residents and visitors.

Within 15 days of the signature of the residence contract, or the admission of the elderly person to the Ehpad, if later, the elderly person (or the person in charge of the legal protection measure) may exercise in writing a right of withdrawal without a period of notice being imposed. The elderly person must pay the price for the length of the stay he has made.

After this period, the elderly person (or person in charge of the legal protection measure) may terminate the residence contract in writing at any time. From notification from her decision to Ehpad, she has a 48-hour reflection period during which she can reconsider her decision, without having to justify a reason. This reflection period shall be included in the period of notice which may be imposed on it. The period of notice must be stated in the residence contract.

One check-in of the room must be done in a contradictory way, during the installation of the elderly person in Ehpad.

When the elderly person leaves the establishment, or dies, a exit inventory of the House must be done in a contradictory way.

The Éhpad may charge a refurbishment fee if the exit location is not in line with the arrival location. These charges do not apply to damage caused by dilapidated places.

However, where an inventory has not been carried out on the arrival and departure of the elderly person, the Agency may not claim any sums for the refurbishment.

FYI  

In the event of the death of the elderly person, the exit record shall indicate the date of removal of his personal items. If these items are not removed from the room within 6 days of death, Ehpad may charge an occupancy fee. The amount claimed may not exceed that corresponding to the benefit pool due for a maximum period of 6 days.

To be able to vote, the elderly person may have to re-register to vote.

FYI  

To justify his new address in the municipality of Ehpad, the elderly person can provide a certificate (less than 3 months) from the director of Ehpad, certifying the reality of his accommodation and indicating the address of the Ehpad.

The elderly person may vote by traveling to the polling station, or by making a proxy vote.

FYI  

If the senior cannot travel to get his or her power of attorney established, he or she can request that a police or gendarmerie officer come to Ebola. The elderly person must make the request in writing, by attaching a certificate of honor she's unable to move.

Who shall I contact

The Éhpad may terminate the residence contract in any of the following situations:

  • The elderly person does not comply with an obligation linked to the residence contract or to the operating rules of the State. However, where a medical opinion finds that this situation results from an impairment of mental or physical faculties, the Agency may not terminate the residence contract
  • Ehpad is out of business
  • The elderly person ceases to meet the conditions for admission, or his or her state of health requires equipment or care not available in the Éhpad on a long-term basis.
