The proposed establishment must specify in particular the school activities and extracurricular organized in the school.
The establishment plan also indicates the means to ensure success of all pupils and involve parents in these objectives.
It may also provide for the setting up of experiments, for a maximum of 5 years and with the agreement of the academic authorities. Such experiments may concern in particular the following subjects:
- Teaching of disciplines
- Pedagogical organization of the class or establishment (e.g. "morning classes, afternoon sports" or "classes without notes")

The establishment plan shall be drawn up, at the initiative of the head of establishment, by the various members of the educational community.
The pedagogical council, chaired by the school head, prepares the pedagogical part of the project.
Partners outside the school (companies, cultural associations, guidance and information centers, other schools, etc.) may also be consulted.
The draft establishment shall be adopted by the board of directors, for a period between 3 and 5 years.
